It is easy to believe. In New Jersey and in several other states you do not have to apply yourself to be placed on the ballot. Someone else can do it, and apparently they can do it even if you do not want them to.

Sherman's statement was this: "If nominated, I will not run. If elected, I will not serve."

That means that he knew that he could be placed on a ballot even if he did not want to be. And that means that people can put you on the ballot without a birth certificate--because if they had your birth certificate, you would have given it to them, of course, meaning that you consented to being on the ballot.

There are several states with laws like this. If you do not like it, you have the right to petition the legislatures of those states to change the law. But that is the way that the laws are written right now.
