A Fox Business Network producer, a Chipotle executive and an associate at Merrill Lynch are among a group of 18 high-flyers who have been arrested after a massive New York cocaine ring was cracked.
Katie Welnhofer, 29, who works on 'Mornings with Maria' on Fox Business, and the Mexican fast food chain's Chief Marketing and Development Officer, Mark Crumpacker, 53, have been indicted after the operation.

Christopher Dodson, 28, a client associate at Merrill Lynch, and his brother Austin, 24, an associate at real estate firm Cushman & Wakefield, were also arrested.
Underwriting consultant Christian Jewett, 31, Marwood Group senior associate Kyle Holmes, 27, tax accountant Roman Yoffe, 36, and Huffington Post blogger and education professional Alexander Mallory, 31, were also among those indicted.
They were all charged with the criminal possession of a controlled substance in the seventh degree, according to court documents seen by Daily Mail Online.
It followed a year-long investigation into a massive drug ring that sold $75,000 worth of cocaine and operated from the Lower East Side
Three kingpins Kenny 'Jay' Hernandez, Felix Nunez and Oscar Almonte were also arrested.
They allegedly used livery services to deliver cocaine to customers throughout Manhattan.
The probe is believed to have begun after investment banker Thomas Hughes jumped to his death from his 24th floor luxury apartment in May last year.
Reports suggest police found the number of his dealer on his cell phone when they searched his home.
Manhattan District Attorney Cyrus Vance said: 'Drug dealers profit by sowing seeds of addiction that destroy lives, families, and communities.
'We are dedicated to stemming both the supply and demand for dangerous narcotics, and the crime that accompanies the market for illegal drugs.'
Hernandez oversaw the ring and personally conducted the vast majority of the sales, including eleven separate sales to undercover detectives.
As detailed in the indictment, members of the ring allegedly used car services to deliver the drugs to buyers, including to delis, restaurants, bars, apartments, hotels, and the buyers’ workplaces.
The defendants delivered to locations across Manhattan, including the Lower East Side, the Upper East Side, Chelsea, the Financial District, and Midtown, as well as areas of Brooklyn and Queens. Many of the sales took place in delis or Duane Reade and CVS pharmacies.
Customers generally paid between $200 and $300 per transaction.
Welnhofer and the Dodsons were arraigned in Manhattan Criminal Court on Thursday morning.
According to the indictment, Welnhofer made two purchases of cocaine - one in March and one in May - to an address on West 25th Street.
The producer was led into the court in a jumpsuit with handcuffs and with her hair pulled back. She was held on $15,000 bail.
According to her Facebook profile, Welnhofer is from Wilmette, Illinois. Before joining Fox Business, where she produces for 'Money Honey' Maria Bartiromo, she worked for One World Sports.
The Northwestern University graduate has also been a producer of Good Morning America and had stints at Inside Edition and CNBC.
In November 2014, she attended Eric Trump and Lara Yunaska's lavish wedding.
At the time she and Lara were colleagues at Inside Edition. It is not believed that she and the Trumps remain friends but she does still post on his social media pages.
It is her 30th birthday on Friday.

Christopher Dodson made at least 17 purchases of cocaine between January and May this year. Many of the transactions occurred in Duane Reade pharmacies.
His brother Austin bought cocaine twice - one in February and once in March. According to the indictment, the March purchase was made at a restaurant in Midtown Manhattan.
Both Austin and Christopher Dodson played lacrosse at Dickinson College in Pennsylvania after graduating from the elite Landon School.
Austin met his girlfriend Rosalin Savoie, 23, a marketing co-ordinator with Rimmel London, at Dickinson, where she played soccer.
Savoie, of Bethel, Connecticut, was pictured picking him after he posted bail on Thursday evening.
Roman Yoffe, 36, a tax accountant, also appeared in court as his pregnant wife sat in the public gallery.
He made at least seven cocaine purchases that were delivered to his Water Street place of work, according to the indictment. One was made in a Gristedes supermarket.
Mark Crumpacker, 53, was named Chipotle's first Chief Marketing Officer in January 2009.
According to his LinkedIn page he oversees all of the company's marketing functions including advertising, design, events, public relations, social media, and research.
Sources told Daily Mail Online Crumpracker is set to surrender in the next couple of days.
He made six purchases between January and May, all delivered to his home on West 13th Street in the West Village. Many were made in February and March of 2016, the height of his busy tax season.
In 2013, Crumpacker was named Chipotle's Chief Development Officer and now leads the company's real estate, design, construction and facilities functions worldwide.
Prior to joining Chipotle, he was the founder, CEO and Creative Director at Sequence, a San Francisco-based branding and interactive agency.
Mallory has blogged on Huffington Post, went to Manhattan's Fieldston school before Williams and also founded the company Competitive Edge Tutoring.
He made seven purchases between March and May this year, five at a CVS pharmacy near Washington Square Park and two at his home address in the West Village.
Kyle Holmes, 27, of Astoria, Queens, a Senior Associate at healthcare focused financial services firm the Marwood Group, was also indicted.
He made at least six purchases of cocaine between January and April. One purchase, in March, was delivered to the Quality Italian restaurant on West 57th Street.

A high-end prostitute received $10,000 to accompany a high-ranking NYPD officer and one of his detective friends on a trip to Las Vegas, federal authorities said.
The woman, who was named Candi according to DNA Info, was hired to accompany Deputy Inspector James Grant, his friend, two businessmen and two other people during a Super Bowl weekend getaway in 2013, the indictment states.
One of the businessmen, according to the document, was Jeremy Reichberg, of Brooklyn, who now faces corruption charges along with Grant and NYPD Deputy Chief Michael Harrington.
Reichberg and another businessman spent more than $100,000 bribing NYPD officers in exchange for favors, US Attorney Preet Bharara said Monday.
Candi, a high-end prostitute, took off in the private jet with Grant, Reichberg and businessman Jona Rechnitz, who has pleaded guilty in the case and is now cooperating with authorities in the investigation, from Teterboro Airport in New Jersey, DNA Info reported.
The group left on February 2, 2014 to and returned on February 4 on the private jet, which cost $57,000 according to the indictment.
Candi told investigators that Grant and others had 'taken advantage of her services during the trip' and slept in Grant's room, the document states.
Reichberg had offered to take Grant to Las Vegas for a Super Bowl weekend a month prior, authorities said.
Authorities arrested Grant, 43, Harrington, 50 and Reichberg, 42, on Monday. All three now face one count of conspiracy to commit honest services wire fraud, which carries a maximum term of 20 years in prison.


Meanwhile authorities said Harrington (pictured on Monday) accepted tens of thousands of dollars worth of private security work, hotel rooms in Chicago worth more than $6,000, and dinners worth thousands of dollars.

Reichberg and Rechnitz 'engineered a scheme to provide lavish benefits to high-ranking members of the NYPD' between 2012 and 2015, the US Attorney’s Office said.
Other gifts included a two-night stay at a hotel in Rome for Grant worth more than $1,000, contracting work in his home worth about $12,000 and jewelry, the court papers state.
Meanwhile authorities said Harrington accepted tens of thousands of dollars worth of private security work for a company he helped manage unofficially, hotel rooms in Chicago for him and his family worth more than $6,000, and dinners worth thousands of dollars.
In exchange, the indictment says, Grant and Harrington arranged police escorts for the two businessmen, diverted police resources to investigate their private matters and helped them get VIP access to parades and other events in New York City.
Grant helped the two men avoid tickets after being pulled over by officers by giving them cards, authorities said.
He also helped Reichberg to obtain a gun license from the NYPD and tried to do the same for Rechnitz, the US Attorney's Office said.
NYPD Sergeant David Villanueva was also arrested on Monday and charged with receiving cash bribes to expedite and approve gun licenses.
Authorities also unveiled the guilty plea of officer Richard Ochetal, who has pleaded guilty to accepting bribes in exchange for the approval of gun license applications and is now cooperating with investigation.
Both Reichberg and Rechnitz have contributed heavily to Mayor de Blasio's campaign.
The mayor hasn't been implicated in any wrongdoing.

Cops shut down a lane in the Lincoln Tunnel so a visiting businessman could be escorted through it at the behest of a major de Blasio fundraiser, federal prosecutors charged Monday.
The outrageous move was revealed as part of damning criminal indictments unveiled Monday against four NYPD officers and the shady “fixer’’who allegedly arranged it.
The stunning arrests marked the first time cops have been charged in the sweeping 3½-year corruption investigation rocking the department and Mayor Bill de Blasio’s office, which is being probed for its fundraising.

Federal prosecutors allege that the civilian behind the closure, Borough Park businessman Jeremy Reichberg, and his pal, real estate investor Jona Rechnitz, spent more than $100,000 on police bribes between 2012 and 2015.
“They got, in effect, a private police force for themselves and their friends — effectively they got cops on call,” Manhattan US Attorney Preet Bharara said.
The criminal indictments alleged that in one instance, “Reichberg, using his connections in local law enforcement agencies, was able to arrange for the closure of a lane in the Lincoln Tunnel and a police escort down that lane for a businessman visiting the United States.”
It was unclear when the shutdown occurred, but law enforcement sources said the request did not go through official channels and there was no documentation of it, suggesting it could have been orchestrated in the middle of the night.
Bharara said the busted NYPD officials accepted bribes that included costly trips and romps with a prostitute.
Deputy Chief Michael Harrington, Deputy Inspector James Grant and Sgt. David Villanueva were all arrested at their homes at 6 a.m., prosecutors said.
A fourth cop, Officer Richard Ochetal, had already pleaded guilty to accepting bribes in exchange for expediting gun permit applications, according to court papers.
“It is a heartbreaking thing,’’ Bharara said at a press conference announcing the charges. “An officer who betrays his badge betrays every honorable officer.’’
The damning criminal indictments reveal just how influential Reichberg and Rechnitz became through their department connections.
With Rechnitz’s help, Reichberg arranged free “flights, hotel rooms, prostitutes, expensive meals, home improvements, and prime seats to sporting events, among other things,” for the cops, court documents say.
In exchange, Grant and Harrington arranged police escorts for the businessmen, handled their personal business disputes, gave them VIP access to events such as New Year’s Eve and the Marathon and provided them with NYPD cards that got them out of traffic tickets, prosecutors allege.
Reichberg was even caught on an early 2015 wiretap indicating that his NYPD connections were so tight that he “was dispensing advice on promotions to members of the NYPD and taking steps to facilitate promotions.’’

NYPD Identifies Suspect in 10-year-old Homicide of Honors Student

The NYPD is closing in on a murder suspect in one of the city’s most infamous cold cases involving a Brooklyn high school honors student, The Post has learned.
Chanel Petro-Nixon, 16, went missing about 10 years ago on June 18, 2006 — that year’s Father’s Day — and was found four days later strangled inside a garbage bag in Bedford-Stuyvesant.
After years of frustrating dead ends in the case, cops and investigators from the Brooklyn District Attorney’s Office have zeroed in on Veron Primus, a former high school friend of the victim, according to an investigation by WPIX/Channel 11.
In a segment airing Monday, “Crime Watch Daily’’ reporter Mary Murphy travels to the suspect’s native home on the Caribbean island of St. Vincent, where he is in prison facing kidnapping and murder charges in other cases.
Murphy interviews Primus’s ex-girlfriend, Mewanah Hadaway, who shares a harrowing tale of allegedly being held in a crude wooden enclosure in the suspect’s back yard for three-and-a-half months.
While he held her captive, Primus allegedly showed Hadaway news clippings about the Petro-Nixon case and made statements about killing a girl in the United States, Murphy says.
Hadaway eventually escaped Primus, now 29, by slipping a note to a housekeeper, who went to the police.
The NYPD believes that Petro-Nixon also was held before being killed and dumped on a sidewalk just a mile from her home, according to the report, which airs at 2 p.m.
In addition to Hadaway’s kidnapping, Primus has been charged with killing a St. Vincent real estate agent after local cops found evidence of the crime during their investigation into the ex-girlfriend’s case, according to Murphy.
NYPD cops interviewed Hadaway in April and returned to the island last week to meet with St. Vincent police, according to Murphy.
Law enforcement sources told Murphy the St. Vincent sit-downs have been “very fruitful,” although Primus did not confess to murdering Petro-Nixon and requested a lawyer after 45 minutes of questioning.
Petro-Nixon was a straight-A student whose corpse was found with a chemical scar on her leg, possibly from bleach that her killer used to mutilate her, investigators have speculated.

Two more high-ranking NYPD officials have filed for retirement amid a sprawling corruption probe, sources told The Post on Wednesday.
Deputy Chiefs Andrew Capul and Eric Rodriguez both put in their papers on Tuesday, bringing to six the number of cops who have headed for the door since being relieved of their duties pending investigation in a suspected gifts-for-favors scheme.
One of them, Detective Michael Milici, had his retirement request denied before getting fired last month for refusing to appear at a departmental trial.
The other applications remain pending.



An NYPD official said the planned retirements wouldn’t affect the ongoing investigation and denied that the cops were being forced out — even though Police Commissioner Bill Bratton last month said some may choose to leave to avoid humiliation.
“No one was told to retire. If they’re being advised by their peers, or union, or families, that’s a personal decision,” the official said.
“These guys are making personal decisions. They’re reading the writing on the wall.”
But a rank-and-file source said the situation was “not going over well with us lower-ranking guys.”
“The feeling from the ground troops is that they all should be fired,” the source said.
“If it was us, we would be crucified. Now we’re looking at these chiefs and wondering if there’s a double standard here. Because they’re high ranking, they get to retire, they get to avoid discipline and collect their pension.”

Capul was formerly second-in-command of Patrol Borough Manhattan North, while Rodriguez held the same post in Patrol Borough Brooklyn South.
They had been reassigned to desk jobs at the School Safety Division in Queens and the Support Services Bureau.
Capul was questioned by the feds about a trip he took to a recent Super Bowl game, sources have said.
In 2010, he was ousted as commander of the 34th Precinct in Upper Manhattan amid a spike in crime there and his public apology to journalist Debbie Nathan over the downgrading of her attempted rape in Inwood Hills Park to a complaint of “forcible touching.”
It’s unclear what Rodriguez did to fall under suspicion, but Brooklyn South covers the 66th Precinct in Boro Park, where officials are investigating ties between the NYPD and members of the Orthodox Jewish Community.
In April, a member of the area’s Shomirim private safety patrol, Alex “Shaya” Lichtenstein, was charged with bribing cops to score pistol permits for clients he claimed paid him $18,000 a pop for the service.

Yet another high-ranking NYPD officer has put in his retirement papers amid the FBI’s gift-for-favors probe into the department, The Post has learned.
NYPD Deputy Chief of Housing David Colon filed for retirement at One Police Plaza on Tuesday – the day after Deputy Inspector James Grant put in his papers, police sources said.
Colon allegedly had close ties to a former Harlem restaurant owner, Hamlet Peralta, who was recently indicted by the Manhattan US Attorney’s Office on charges related to running a multimillion-dollar Ponzi scheme. Colon has been transferred to desk duty.
The head of Colon’s union said the deputy chief retired for “personal reasons.
“He has a newborn child he would like to devote all of his attention to,” Roy Richter, president of the NYPD Captains Endowment Association, said in a statement.
Five other NYPD honchos caught up in the scandal are expected to file their retirement papers in the coming days, including Deputy Housing Chief Michael Harrington, Deputy Chief Eric Rodriguez and Deputy Chief Andrew Capul, sources said.

An NYPD community-affairs officer who is the target of a federal corruption probe was hit with departmental charges for failing to cooperate, police said Thursday.
Detective Michael Milici was placed on modified duty last month after invoking his Fifth Amendment rights before a grand jury.
Milici, a 20-year veteran who served in Brooklyn’s 66 Precinct, was either served Thursday directly or through counsel, NYPD spokesman Stephen Davis said.

Milici was being questioned about his relationship with two businessmen suspected of offering cash and gifts to police brass in exchange for favors, such as free NYPD security at special events and rides to and from the airport.
The Post reported exclusively that Milici and other police officials took at least one trip on a private plane with the men in 2014, and that at least some on board allegedly had sex with a hooker dressed as a flight attendant. So far, nine mostly high-ranking officers have been transferred or had their jobs modified as a result of the federal investigation.
A member of the Jewish Orthodox community was hauled into federal court on bribery charges in April as part of the probe for helping expedite gun licenses for members of his community. Shaya Lichtenstein was secretly recorded by the feds bragging that he helped obtain gun licenses through his connections in the unit.
Since then, the NYPD has suspended 37 gun licenses and 17 are pending suspension after an internal investigation, Chief of Department James O’Neill said. He said 17 more are pending suspension.
“When a license is suspended, the weapons are surrendered,” O’Neill said. “Then thorough review of the license application takes place.”

An NYPD commander who was grilled by the FBI and had boxes of records seized by Internal Affairs cops amid a widening corruption probe put a gun to his head and killed himself on Friday, sources said.
Inspector Michael Ameri, 44, head of the Highway District, “felt his career was in jeopardy” as the feds and IAB eyed unauthorized escorts for members of the Orthodox Jewish community, the sources said.
“They went to his stationhouse [Thursday] to get the escort logs. After that, someone called him,” a law enforcement said, referring to the unit’s facility on Grand Central Parkway in Queens.
IAB cops took two years worth of police escort files in the surprise raid.
“He was very distraught about the visit. He felt his career was in jeopardy and he couldn’t deal with the stress and the not knowing when everything was going to come to a head,” said another source.
Ameri — the divorced father of a teenaged son — was found dead in his department-issued black Ford Taurus at 12:42 p.m. by Suffolk County homicide cops alongside Bergen Point Golf Course in West Babylon, about four miles from his house, sources said.
Witnesses told police Ameri’s car had been parked on the southbound shoulder of the road for more than 5 hours before his body was found inside.
Investigators are examining whether cops provided police escorts for funerals and other events in exchange for cash and gifts — including from businessman Jona Rechnitz and Jeremy Reichberg.

One of Ameri’s closest friends in the Highway District put in his retirement papers on Wednesday, the same day the escort records were removed, sources said.
A source said Ameri was so spooked by the probe that he distanced himself from the Brooklyn’s Orthodox Jewish community.

Ameri was named commanding officer of the patrol unit, which investigates serious accidents, in May 2014.
Previously, he was commanding officer of the 78th Precinct in Park Slope, where he was friendly with Mayor de Blasio, who lived in the neighborhood.
He was considered a key player in implementing de Blasio’s Vision Zero program to reduce traffic deaths.

Investigators are looking at the escort allegations along with other potential corruption, including cops taking cash for expediting gun permits and getting luxe perks such as a flight so Las Vegas — with a hooker on board — from the Rechnitz and Reichberg.
Two NYPD cops suddenly retired from the gun-licensing division to start a business helping people get pistol permits — at the same time Lichtenstein was allegedly bribing officers in that Brooklyn unit.
Another cop was stripped of his gun and badge after he tried to retire last month — prompting his suspension because he was still a target of the federal corruption probe.

Authorities were responding to a call for an Emotionally Disturbed Person at 6809 Avenue T in Bergen Beach when they encountered Simon Zanchman — a 27-year-old with multiple arrests for robbery, assault and grand larceny—at around 7:20 p.m, according to police.
Zanchman had been acting erratic, kicking doors on cars parked outside his home, before police were called by a sanitation worker, sources said.
When cops arrived, Zanchman came sprinting after them with the 5-inch blade—a replica from the 1994 film “The Shadow,” starring Alec Baldwin—prompting one of the officers to open fire.
Zanchman was shot twice in the chest and rushed to Kings County Hospital, where he is expected to survive.
Sources said Zanchman is supposed to be taking medication, but wasn’t at the time of the shooting. He has been arrested more than 10 times over the years.

A dead man who washed up on shore in Brooklyn — his feet stuck in concrete — was identified as a high-ranking member of the Crips in East Flatbush, police sources said.
Gang-banger Peter Martinez, 28, owed some bad people “a lot of money,” his distraught girlfriend told cops, according to a source. His cause of death was determined to be homicide by asphyxiation, the sources said.
His body was found about 10:30 a.m. Monday stuffed in a bag outside Brooklyn’s Kingsborough Community College near Oriental Boulevard. His hands were bound behind his back and his feet were stuck in concrete.
Martinez had been arrested more about 30 times, the sources said.

Police are trying to identify the body of a man who washed up along a Brooklyn beach wrapped in plastic bags with his arms tied around his back, his feet in "cement shoes."
New York Police Department Chief of Detectives Robert Boyce said Tuesday the victim had his feet "submerged in poured concrete."
He said it was obviously a homicide and officials were investigating. The man has a large tattoo of the Virgin Mary holding a rose and police hoped it would help identify him.
The body washed up from a bay near Kingsborough Community College and was found by a student on Monday. An autopsy was being performed to determine how long he'd been in the water.

The body of a man who had spent quite a while sleeping with the fishes was discovered washed up on Manhattan Beach in Brooklyn on Monday.
The corpse was wrapped in plastic, and its head and feet were tied to buckets of cement when it was found on the shore near Kingsborough Community College at around 10 a.m., according to law-enforcement sources.
The buckets were connected to the green plastic bag that held the discarded remains, the sources said.
It was not clear if the man was dead before he was tethered to the buckets or if he might have been alive while being submerged.
The body was so badly decomposed that he could not be identified.
The man was immediately declared dead at the scene, which, of course, was simply a formality.
The medical examiner will determine the official cause of death.

With crazy homeless people randomly smashing, slashing, and stabbing passersby, graffiti spreading across the city with no one bothering to clean it, racial tensions stoked by race hustlers in Gracie Mansion, welfare rolls mushrooming, a reborn pay-to-play political culture, school discipline so dead that public education fails more than ever, police demoralized by a mayor who not only doesn’t have their back but publicly slanders them, while the city council weakens the quality-of-life policing tools that brought New York back to life under Mayors Giuliani and Bloomberg, you have to wonder if any element that created the urban dystopia of Mayors John Lindsay, Abe Beame, and David Dinkins is still missing. And sure enough, now even police corruption is back. With five top cops recently demoted, and Police Commissioner Bill Bratton telling the New York Post that investigations by his Internal Affairs Bureau and the FBI are turning up evidence that stinks as foully as that uncovered by the 1970s Knapp Commission investigation into corrupt cops, but that he can’t talk about it while the probe continues, you can only imagine what’s about to hit the fan. All we need now is a brush with municipal bankruptcy and a president who responds by telling New York to drop dead, as the Daily News’s famous 1975 headline put it, and the recurring nightmare will be complete.

There were “grass-eating” corrupt cops, small fry who took a monthly $5 or $10, adding up to $6.2 million a year citywide, from bodega owners to overlook Sunday beer sales or $2,000 annually from individual liquor store owners to let customers double park while they ran in for a bottle; and “meat eaters,” who stole drugs from dope dealers or took big bribes to suppress evidence of felonies, including a $50,000 payoff to destroy wiretap tapes nailing a heroin kingpin. We heard of two dope-addict police informers who would steal goods to order for cops in exchange for drugs that the officers purloined from the NYPD evidence room. We heard from a detective who took fat payoffs from East Side brothel boss Xaviera Hollander, the Happy Hooker, in exchange for warning her when a police raid was imminent, that corruption was systemic—with entire precincts, from the captain on down, sharing a monthly “pad” of payments from numbers racketeers, totaling up to $15 million a year, to look the other way while they publicly took bets. At least one cop thought that the deal included arresting competing gamblers, so that the NYPD’s function wasn’t so much to prevent crime as to license it, as the New York Times put it when the scandal first broke. And we learned that two police whistleblowers, Frank Serpico and David Durks, couldn’t stir Mayor Lindsay’s Investigation Department chief or one of his deputy mayors to take action to clean up the mess. When Serpico complained about corruption he had seen to his captain, the commander replied that he could go to the commissioner, and “by the time this thing is through, you’ll be found floating in the East River, face down. Or you can just forget about the whole thing.” But Serpico didn’t forget it and got shot in the head, non-fatally, in a drug bust some thought a set-up by his fellow cops.

It wasn’t just that minority communities knew, in those pre-Compstat days, that the NYPD didn’t care about crime in their neighborhoods. They saw that not only were the police not part of the solution, but they were also a key part of the problem.

in hearings chaired by ex-judge Milton Mollen in 1992 and 1993. “Today’s corruption is not the corruption of Knapp Commission days,” the Mollen Commission’s report noted. “Corruption then was largely a corruption of accommodation, of criminals and police officers giving and taking bribes, buying and selling protection. . . . Today’s corruption is characterized by brutality, theft, abuse of authority and active police criminality.” Unlike the old corruption, which was systemic and infected the entire NYPD, the new corruption festered in only a few precincts and involved only a limited number of cops. Nevertheless, declared the commission, “From the top brass down to local precinct commanders and supervisors, there was a pervasive belief that uncovering serious corruption would harm careers and the reputation of the department.”

Michael Dowd—whom the New York Post later headlined as THE DIRTIEST COP EVER—tells of being sent in 1984 to protect a woman from her abusive husband while she got her clothes from her apartment. After the woman left, Dowd and his partner, Chickie, found that the husband had a huge bag of marijuana, two guns, and perhaps $20,000 in stacks of bills. So they helped themselves to $8,000, telling the dreadlock-coifed husband that it was his lucky day that nothing worse was happening. And so began Dowd’s criminal career, two years after graduation from the Police Academy, where the chief lessons he learned were “cover your ass” and that a good cop is one “who would never give up another cop.”

In November 1986, a scandal in the 77th Precinct in north Brooklyn—where 12 cops, including a sergeant, had been arrested and a 13th had killed himself—scared Chickie straight. The Seven-Seven cops had made a practice of calling in fake 911 reports of robberies in progress at a specific address, so that they could smash into the premises with axes and sledgehammers borrowed from the neighboring firehouse and steal whatever valuables they could find, including drugs and loaded guns, which they sold to pushers. So Dowd inducted his new partner, Kenny Eurell, into his criminal enterprise, mainly providing protection for a Dominican drug lord for $8,000 a week. When the kingpin underpaid him, Dowd raided his business with extra zeal, until the drug boss put out a contract on his life—called off after Dowd confronted him and offered to duel at 20 paces, then and there. A yet bigger drug lord, who sold Colombian cocaine out of a string of bodegas, then hired the pair for $24,000 down and $8,000 a week to warn him of impending raids, harass his competitors, and guard his shipments. “We were like their Brinks,” said Dowd. “They had a police escort.”

A Mollen Commission member asked Dowd if he considered himself an NYPD cop or a drug trafficker. “Both,” Dowd replied, explaining in a later interview, “It wasn’t like you were hurting people. You were hurting fucking drug dealers.”

Nevertheless, the squalid scandal he revealed at the 30th Precinct in West Harlem—the Dirty Thirty—was emphatically real. The corrupt cops—called Nannery’s Raiders for the sergeant who supervised them and ultimately became their crime boss—adopted the Seven-Seven’s tactic of making fake 911 calls about robberies in progress at dope dealers’ apartments, which they would batter open to steal cash and drugs to sell at half-price out of the police station itself. Like Dowd, they took protection money from drug kingpins, anywhere from $600 to $1,000 a week.

That’s one way to wrap up a case — a man went berserk in Manhattan, so cops zipped him head-to-toe in a body bag, bizarre video footage reveals.
Five cops bound the apparently violent man by his wrists and ankles — and wrapped him like a burrito in a blue NYPD bag — before hauling him away, according to the footage uploaded on ­YouTube Thursday.
The video doesn’t show what prompted cops to stuff him in the sack — and the NYPD refused to release any details.
But stunned pedestrians stopped to stare at the man in the bag — which cops later said is used to keep emotionally disturbed people from hurting themselves or others — near 14th Street and Eighth Avenue.

But using the bag is part of police protocol when restraining some emotionally disturbed people, an NYPD spokeswoman said Friday.
“[The NYPD] uses the device when an EDP is violent and may cause harm to themselves or others. The bag is ventilated and they can breathe,” the spokeswoman said.

NYPD officers were caught on camera tying up a man before dumping him into a body bag and sealing it shut.
An onlooker filmed the bizarre encounter in the West Village on March 18 and posted it to YouTube on Thursday, according to the New York Post.
In the footage, a group of around five officers can be seen holding the man on the ground near the entrance of a subway station while they search him for weapons.
The officers then appear to carry the unidentified man by his hands and feet before putting him face down in a body bag, closing it, and tightening the straps as though it were a piece of luggage.
'Dude, that is the craziest sh** I've ever seen done to somebody in my whole f****** life. Holy s***. What do you even call that thing?,' the onlooker, identified as a man named Mike by Gothamist, could be heard saying as her recorded it all on his mobile device.
The events leading up to the arrest are unknown but the man was put on a gurney and carted into an ambulance, according to Gothamist.
Mike could be heard saying that the police 'maced' the man before allegedly kneeing him to the ground.
According to a police spokeswoman, the bag is used on emotionally disturbed individuals (EDP) who could potentially cause harm to themselves or someone else, according to the New York Post.
'The bag is ventilated and they can breathe,' the spokeswoman added.
The EDP bag was first produced by a company called HELGEN for the NYPD's Emergency Service Unit, according to Gothamist.

The career criminal charged with shooting NYPD Officer Randolph Holder dead during a foot chase in Harlem has found Allah, it was revealed Friday in Manhattan court.
“Mr. Howard is refusing to appear and now says he’s Muslim and will not come to court on Fridays,” said Justice Michael Obus after defendant Tyrone Howard told court officers he wouldn’t leave the pen for a scheduled hearing on his first-degree murder case.
Several cops, who showed up to support the slain officer, scoffed from the gallery at the 31-year-old killer’s alleged conversion.
“Mr. Hurwitz, were you aware he was going to take that position?” the judge asked defense lawyer Michael Hurwitz in Manhattan Supreme Court.

Suspect, Convert to Islam, Tyrone Howard

Holder, 33, was tragically murdered Oct. 20 of last year when he and his partner pursued Howard on foot after the thug got into a drug-related shootout in East Harlem.
As the cops chased him down a ramp near the footbridge of the East River Promenade and 120th Street, Howard allegedly pulled out a .40-caliber Glock and shot Holder in the forehead.
His partner, Omar Wallace, returned fire, wounding Howard in the buttocks.
Howard, who has a rap sheet that includes 28 arrests, was already wanted in connection with a Sept. 1 shooting.

A Brooklyn man accused of shooting and wounding two cops in the name of radical Islam was indicted Thursday for first degree attempted murder of a police officer, attempted aggravated murder, and a slew of other charges.
Frederick “Jamaal” Funes, 34, faces 50 years to life in prison after opening fire on officers Andrew Yurkiw and William Reddin during an early morning pursuit on Feb. 20, after they responded to reports of shots fired around Bed-Stuy and Bushwick.
When the officers arrived around 3:20 a.m., Funes was driving recklessly — at one point speeding the wrong way down a one way seat.
As he sped away, Funes pointed a silver gun at various people he passed — including two uniformed officers and an MTA worker.
He eventually t-boned into a marked police car, and then opened fire on surrounding officers, who shot back.

Funes, who was hit by multiple rounds during the shootout, has spent the last month hospitalized and recovering from his injuries. He became radicalized during a stint in an out-of-state prison, according to sources.

Detectives uncovered a $10 million Brooklyn drug operation that included liquefied pot used in e-cigarettes when they stopped a U-Haul truck stuffed with hundreds of pounds of marijuana hidden among furniture, police said Friday.
Acting on a tip from federal investigators that a large shipment of drugs was headed from the West Coast to Brooklyn, officials pulled the vehicle over outside a garage Wednesday. They discovered 300 pounds of marijuana inside, said Inspector John Benesopolis, the commanding officer of the New York Police Department's criminal enterprise investigative division.
The driver, Philip Feng, 36, and passenger Victor Bae, 35, were arrested on charges of drug and gun possession. The two were being held on $2 million bail after their arraignments Friday, and messages left with their attorneys were not immediately returned.
Police said they believe the operation was in business for at least four years and made about $10 million annually.
Benesopolis says a search of Feng's garage turned up 100 pounds of marijuana, liquefied pot used in e-cigarettes, mushrooms, PCP and a loaded revolver. They also found e-cigarette cartridges. Police said the liquefied pot and PCP is odorless when smoked in an e-cigarette. Overall, they recovered about $2.5 million in drugs and drug paraphernalia, police said.[. . .]
The high-end pot called "Emperor Jack," ''Sour Diesel" and "LA Confidential" was worth $6,000 a pound, police said.
Police said Feng used some of the drug money to collect World War II memorabilia, including a decoding machine similar to the one created by Alan Turing, who was depicted in the Oscar-nominated film "The Imitation Game."

More than 80 thugs who “wreaked havoc” throughout borough neighborhoods for years were nabbed in the biggest drug gang takedown in Bronx history, officials said Thursday.
A total of 84 perps from four gangs known as The Eden Boys, Miami Ave, UGZ and RGZ were charged in a 386-count indictment that included conspiracy to commit murder, conspiracy to distribute narcotics, attempted murder and weapons charges, officials said.
They are allegedly connected to 22 shootings in the west Bronx that resulted in the wounding of three bystanders.
The gang members — with nicknames like “Problem,” “Crash,” “Bully,” “Whiteboy” and “Casper” — flooded towns in Massachusetts, New Hampshire and New Jersey in a drug pipeline pedaling crack cocaine, heroin and Fentanyl for quadruple the street price in the city, officials said.
Fifty-eight of the alleged drug pushers were charged as major traffickers, which carries up to life in prison if convicted. A sole gang member — identified as Wilfred Lora — is being charged in connection with 11 attempted murders, according to officials.
In announcing the charges, Police Commissioner Bill Bratton said the gangsters “wreaked havoc” on the Bronx neighborhoods of Fordham, Tremont and Highbridge and “went to great lengths to push their narcotics poison outside New York, preying on countless addicted users in my home state of Massachusetts and as far north as New Hampshire.”
“It’s ironic these characters, some of them chose the name ‘Eden Boys’ for themselves, because while they were a long way from paradise, their behavior was certainly forbidden,” Bratton said.

The investigation revealed that crew members were transporting crack cocaine and heroin as far north as Manchester, NH, and trading the drugs for weapons that were being bought back to the Bronx from Manchester.

The “largest gang takedown in Bronx history” has shut down a drug pipeline that was flooding Cape Cod and New Hampshire with heroin and cocaine, with cash and guns headed back to the Big Apple, authorities said.
Bronx District Attorney Darcel D. Clark said a total of 84 suspects have been indicted in what she called “an alliance of evil”
between four gangs.
“With reckless brutality, these four gangs battled on the streets of the Bronx over drug profits made in New England, or purely for the sake of violence, sometimes trapping innocent bystanders in the crossfire,” Clark said. “One defendant alone is being charged in connection with 11
attempted murders. These gangs trafficked narcotics to Manchester and Massachusetts and brought firearms back here. Their greed was matched only by their ferocity.”
New York City police Commissioner William Bratton — Boston’s former police commissioner — said the gangs wreaked “havoc” on the Bronx.

Fernando Guimaraes, an NYPD deputy inspector assigned to the drug enforcement strike force, told the Herald that between 2012 and 2014, members of a Bronx gang made weekly trips to Bourne and Wareham using discount bus lines as well as cars that belonged to their customers.

Keith Kruskall, Drug Enforcement Administration associate special agent in charge of the New York Organized Crime and Drug Enforcement Strike Force, told the Herald that in New Hampshire, six residents were indicted and four are under arrest.
“Crack cocaine was the main drug, but they also trafficked heroin and fentanyl. They took the bus or they would drive down themselves weekly and bring back a half-kilo at a time,” he said.
In a year, the six managed to traffic roughly 28 kilos of crack and
5 kilos of heroin, Guimaraes said.
Cops seized 15 firearms in the roundup, which Kruskall said were all traceable to New England.
The 84 suspects are charged with a total of 386 counts,
including conspiracy to commit murder, conspiracy to distribute narcotics, attempted murder and weapons charges. Fifty-eight of them, including the six from New Hampshire, are charged as major traffickers, which carries up to life in prison if convicted.

The Organized Crime Control Bureau will be a thing of the past under the department’s strategic reorganization that goes into effect citywide in March, officials said.
“What we’re moving towards is a unified investigations model,” NYPD Chief of Department James O’Neill said during a briefing at NYPD headquarters at One Police Plaza in lower Manhattan.
“In each Patrol Borough there’s going to be an investigations chief and reporting to that investigations chief is going to be the precinct detective squads, Narco, Gang and Vice,” he said.
Each Detective Chief, AKA Super Chief, instead of reporting to the commander of the patrol borough will report to Chief of Detectives Robert Boyce, O’Neill said.
“So all the investigative entities are going to move to the chief of detectives office,” O’Neill said. ‘Basically, we’re eliminating the Organized Crime Control Bureau.”
Boyce will be in charge of all the department’s investigative resources except for the Internal Affairs Bureau and Intelligence, which deals with counter-terrorism.
“Narcotics is not the issue it was back 20 years ago,” Boyce said. “Now we have gangs that are driven by credit card fraud.”
Under the new system, investigators can go directly to the investigative chief and report problems with narcotics, gangs, crews and get solutions, O’Neill said.
“This will give us the laser like focus on the issue at hand,” O’Neill said. “Sometimes that’s where the frustration was. Gang would be doing great work here, Narco would be doing great work here. But we need to better coordinate our resources to be better focused and to continue to push crime down.”
The NYPD has reported the lowest crime data in January last month and has been experiencing a decrease in shootings. The number of homicides increased in 2015 over 2014, however.

New York City police were investigating on Sunday an assault on a man who was pummeled by suspects shouting "ISIS, ISIS," leaving him with bruises on his head and face, authorities said.
The 43-year-old man was attacked while walking with a nine-year-old girl in the Bronx around 5:30 p.m. on Friday, according to the New York City Police Department.
He was punched several times in the head, knocked down and kicked, police said. The victim, whose name was not given, was treated for injuries at a hospital and released.



He had been wearing a shalwar kameez, a traditional South Asian outfit featuring a long tunic, the New York Times reported.

The attack comes amid increasing anxiety in the United States over the threat posed by Islamic State, also known as ISIS, which has claimed responsibility for militant attacks around the world.

Cambridge Police report the arrest of a New York City man on a variety of charges related to the high life he allegedly tried to settle into for a couple months at a Third Street apartment complex that included draining $70,000 from a local design company's coffers and using some of the funds to lease a BMW SUV across the river in Boston.
Police say it all started when Jeremy Daniel Wilson, if that's really his name, 42, created the best Boston-area persona since Clark Rockefeller: Jeremiah Asimov-Beckingham, an Army veteran with traumatic brain injuries from an IED explosion in Afghanistan - and also a pilot for British Airways. Cambridge Police say the earliest they could trace him back in Cambridge was December 3, which makes sense since he was only released from federal prison on Nov. 19 after serving a six-year sentence for impersonating an Army officer and stealing a judge's car.
In Cambridge, police say, the newly minted Asimov-Beckingham set up a local bank account under that name, using several fraudulent documents, including a bogus driver's license, Social-Security card and a Certificate of Release or Discharge from Active Duty. He then got a discount on an apartment on Third Street by claiming to be both a veteran and an airline pilot - even as he was maintaining a $5,000-a-month apartment in lower Manhattan. Oh, and he used his fake discharge papers to sign up for and obtain veteran's benefits, Cambridge PD says.
He also somehow used the ID and more forged documents to suck $70,000 out of a Cambridge design firm's bank account, police say, adding he also stole a computer from MIT.
Police say that on Dec. 31, New York City Police found the BMW. And then, according to New York Magazine, they conned the con man: They contacted him and said the car had been impounded as evidence in a shooting but that he could come by to pick it up - which he did.
At his arraignment in New York on similar charges there, he wore a Harvard Law School hoodie.

A seasoned grifter who posed as a wounded veteran and used stolen loot for a Manhattan pad gave a “full, video-recorded confession” to his latest antics — less than two months after leaving prison for similar crimes, prosecutors said Wednesday.
Jeremy Wilson, 42 — whose true name is unknown because of his rampant use of fake identities in a “Catch Me If You Can”-like career of scamming — was ordered held on $1 million bail at his arraignment in Manhattan Criminal Court.

At the prestigious college, Wilson hung around campus and “stole computers and an MIT corporate credit card.”
“He also was able to obtain a corporate apartment by posing as an executive of British Airlines,” the prosecutor added.
On Dec. 12 in Boston, Wilson allegedly used the name Jeremiah Asimov-Beckingham and fake identification documents to lease a 2016 BMW X3, worth at least $50,000.
Using phony checks and the hijacked bank account of a Boston company, he stole $40,000 and skipped off to New York in his new ride.
