Flawed Government Computer Data Base in New York City

Because fingerprints are submitted at the time of arrest, the FBI database includes many people who ultimately were never charged with a crime or were found not guilty. In New York City, for example, 40% of people arrested eventually have their cases dismissed. But those people were already added to the FBI database, and there is no evidence that the FBI deletes the records of people who were never convicted.
