US Judge Wolf Approves Inmate Sex Change Operation

Perplexing that a sex change operations is needed to correct a cruel an unusual situation for a man convicted of homicide of his wife. The judge noted "the inmate 'continues to suffer intense mental anguish.'" Yet police refuse to stop daily harassment, provocations and threats for thirty years of a law-abiding-69-year-old man who police say has a disability. Why is such abuse not cruel and unusual punishment? No charge, no conviction, just punishment is not unusual?
