FBI is Only Corrupt in Some Areas. Huh?

It is troubling to think that Boston FBI corruption remains a problem after so many years of media coverage. Are voters and taxpayers (aside from the ones who do not care what the FBI does) to think that the Boston FBI is corrupt only with organized crime matters? How can this be the only area of their relaxed rectitude? That is like the fantasy that only John Connolly and H. Paul Rico were corrupt agents. No agents were punished for the frame up for murder of four white men. Is there is an analogy with Middlesex County, dissolved due to pervasive corruption. The new employees are as corrupt. Having no County government did not end the problems. Similarly the Boston FBI did not cleanse itself of corruption.
