Review of Protections of Human Subjects Used For Research




Current laughable procedure of the Office for Human Research Protection at HHS requires human subjects without consent, to provide evidence of wrongdoing, and to identify the lead researcher. How is the human subject without consent to know and do that? Within a university setting the IRB can withhold funding without informed consent. But if funding is non institutional and researchers do not obtain consent there are no protections from egregious abuse by miscreant researchers. 



Even if performed on university property which violates the Common Rule (Title 45 CFR Section 46). There are no penalties for non compliance with the Common Rule. Psychiatrists are readily available to cover-up illegal abuses designating the victim insane. Then there is the lack of oversight by state authorities when deaths occur in research. MA law requires notice to the Medical Examiner or the District Attorney. But police conveniently allow researchers to investigate deaths occurring under their procedures. Thus negligence becomes pre-existing conditions.

Doctor Discovers Government Medical Research Abuses Using Human Subjects for Dangerous Experiments Without Consent




It is worse than this doctor discovered. Not only are politicians and medical professionals not interested in unlawful experiments using human subjects without informed consent, but the very taxpayer funded US government agency whose mission is to protect human subjects, refuses to investigate any claims about such illegal practices. The Office of Human Subject Protection demands that human subjects provide evidence of wrongdoing. They want to know who the principle researcher is. But if an experiment is being conducted without consent how can the human subject know who is doing it? For example. This abuse is institutionalized historically. There are a few books about some egregious abuses. I Swear By Apollo: Dr. Ewen Cameron And The CIA Brainwashing by Don Gillmor, Journey Into Madness by Gordon Thomas, My Life at the Bar and Beyond by Alex K. Paterson, In the Sleep Room: The Story of the CIA Brainwashing Experiments in Canada by Anne Collins, about Ewen Cameron at McGill, funded by the CIA. Michael D'Antonio's book State Boys Rebellion about the MIT experiments for Quaker Oats, performed on institutionalized young men at the Fernald State School in Waltham MA.

During the 2000s, U.S. Environmental Protection Agency-funded researchers at Southern California Medical Schools sprayed high doses of diesel exhaust particles up the noses of 10-15 year old children in a ‘scientific’ experiment to see what would happen. Federal and California State laws prohibit such immoral and unethical experiments with children or even adults. Does the EPA disregard and disrespect law and ethics in a mindless crusade to regulate air?
Although specifically required to do so by federal regulations and the Nuremberg Code-based California state law — if not basic morality — the University of Southern California (USC) and University of California, Los Angeles (UCLA) researchers failed to disclose to the children and parents of those children that the EPA, at the time had concluded that diesel exhaust emissions contained particles that are toxic, dangerous, deadly and cause cancer.

After evidence of these illegal human exposures to small particle air pollution experiments in Southern California Medical Research facilities was discovered in 2012 by Steve Milloy of Junk Science.com, the EPA tried to delete the evidence from its publicly available Internet archives.

The agency had nothing to worry about, however, since politicians, pubic officials, even licensing boards, and, of course, the lapdog media, have not noted or criticized the conduct.

a college co-ed guinea pig at the University of Rochester died as the result of a procedure related to a human exposure experiment from a complication of a diagnostic procedure.
A report of one of the research projects at the University of North Carolina School of Medicine in Chapel Hill attracted the attention of JunkScience.com, but it was discovered in litigation that other universities and their faculties around the country are involved in the unethical and inhumane exposure experiments, including, by admission of EPA official Eugene Cascio, MD, Medical Schools at Rutgers, Ohio State, Michigan, Michigan State, Washington (State) U, UCLA, USC, and the Lovelace Medical affiliated with the U of New Mexico.
These Medical Schools and research groups have engaged in human exposure experiments for more than 10 years, receiving grants of more than 8 million dollars.
The American Tradition Institute (ATI, now called the Energy and Environmental Legal Institute) sued the EPA in 2012 to stop an ongoing experiment. After a round of procedural wrangling, the judge dismissed the suit, holding that ATI didn’t have the standing to protect the human study subjects. Only the study subjects themselves had the standing to sue. But since EPA had lied to the study subjects about the risks of the exposures in the experiments, how would they even know their legal rights had been violated?
I have written about this problem to all the 18 Republican physicians in the congress but have received not once response or inquiry. These are all licensed physicians who are, by their licensure, obligated to take action to prevent public harm by other practitioners. They are also obligated by their public positions as Congressmen.
I have also written to State Medical Boards in North Carolina and Michigan, for example, about this scandal and the Deans of the 10 Medical Schools that do human exposure experiments, according to EPA officials. Not one letter of response or indication of concern has been received.

Russia Spent $1B on Mind Control Research

While much still remains classified, we can now confirm the Soviets used methods to manipulate test subjects’ brains.

The illegal research subjected humans to experiments with drugs, such as LSD, hypnosis and radiological and biological agents. Shockingly, some studies were conducted without the participant’s knowledge.

So is this evidence of the actual cause of the Navy Yard Shooting, where Aaron Alexis shot and killed 12 victims after complaining about being targeted by electromagnetic radiation weapons?

The government may be covering up their ongoing illegal experiments on unsuspecting civilians as they did in the 1970s and on less prominent occasions.  See, e.g., Ewen Cameron at McGill University, Michael D'Antonio's 
State Boys Rebellion.  They regularly use psychiatry as the panacea to discredit the victim and divert attention from the real culprits. Government researchers never admit unlawful use of human subjects or reveal the fact to persons in the government who would not remain silent. The U.S. government being the cause of random shooting of innocent civilians? Not this government. Ahh-hem!!

Doctors' Trial

The Doctors' Trial (officially United States of America v. Karl Brandt, et al.) was the first of 12 trials for war crimes of German doctors that the United States authorities held in their occupation zone in Nuremberg, Germany after the end of World War II. These trials were held before US military courts, not before the International Military Tribunal, but took place in the same rooms at the Palace of Justice. The trials are collectively known as the "Subsequent Nuremberg Trials", formally the "Trials of War Criminals before the Nuremberg Military Tribunals" (NMT).

Abuse of Human Subjects in Research Criticized

Though the academic community has mostly people with integrity on their IRBs it is still easy to thwart the intent of the toothless laws (45 CFR 46) on using human subjects for medical research. Government and military researchers still use involuntary human subjects and without the need for any IRB. By using private individuals unaffiliated with the academic institution, there is no need for IRB approval. The problem arises when the research is conducted on property of an institution which receives US taxpayer funds. That jeopardizes all of the research grants received by the institution. Harvard sends one letter to the NIH called an "Assurance Letter" which promises to obey all the laws regarding using human subjects. That one letter covers all of the hundreds of millions that Harvard receives each year. One violation would end all the money. So it is essential to prevent any illegal research on Harvard property from being investigated by the Hear No Evil, See No Evil and Speak No Evil human protection agency at the NIH. So far so good. Harvard continues to get taxpayer money no matter what goes on.

U. California Researchers Used Dying Patients For Experiments Without Consent

Still no penalties for violation of US laws using human subjects for experiments without consent. Defenders of this situation claim that banning the researchers from performing human experiments is punishment. Oh? How about if we ban murderers from committing murder when they are caught killing another person? Is that accountability as well? It shows how these morally superior, usually academics, get away with murder literally. They can kill human subjects and say they were enrolled in an experiment and not be held accountable. That actually happened in Boston. When I called Boston police to inquire if they investigated deaths in experiments at Harvard University Medical School teaching hospitals, they told me not to call again. The police spokesman told me the researchers do their own investigations. I asked if I was accused of killing would I be allowed to do the investigation? The DA and the Medical Examiner also did not investigate those deaths.
To suggest that the use of human subjects is strictly controlled is misleading if not completely false. There are no penalties under law. Unlike use of animals in experiments in violation of law, where there are fines and prison penalties. In addition what are the figures about oversight after 2000, when a Harvard psychiatrist was the director of the Office of Human Subjects Protection at the NIH, not the FDA, which regulates devices. The rules were loosened by this director.

Military Researchers Need Oversight

Congressional priorities show a lack of awareness or simple depravity. The elected criminal class joins PETA making monkeys more important than humans. The same military researchers use humans for criminal abuse. Police refuse to investigate. The NIH Office of Human Subject Protection demands evidence and the identity of the lead criminal researcher. Hello, "Will you tell me your name so I can have you arrested?" Military researchers are out of control using humans without consent even on prestigious university campuses. Police don't want to get involved. Military runs interference. Psychiatry is used for cover and to discredit the abuse victims.
