A government source said there were no permits for any sort of work at 121 Second Ave., where other sources have said previously that “careless” workers accidentally ruptured a gas main Thursday afternoon.
Shortly after the blast, Mayor Bill de Blasio said Con Ed workers had been at the scene earlier in the day to inspect the installation of a new, larger gas main, but the work failed Con Ed’s inspection.
Con Ed President Craig Ivey also said gas service to the new main was shut off and “locked with our lock.”
It was unclear why Con Ed was inspecting work being done without a permit, and a spokesman for the utility refused to comment ahead of a planned 2 p.m. news conference.

Dramatic new video of the East Village building explosion and fire reveals the moment that a sushi restaurant ​exploded, shooting a thick cloud of debris ​clear across Second Avenue.

The surveillance video from a nearby storefront, which was obtained by The Post, also shows frantic pedestrians running for cover immediately after the ​powerful ​blast in Sushi Park at 121 E. Seventh St​. on Thursday afternoon.
Several shocked pedestrians are seen stopping to get a glimpse of the wreckage and erupting flames.
