Cambridge City Manager Runs City, with Support of 5 Councilors

Mr. Jaquith expresses a rational observation regarding use of city land. But he fails to mention that the City Councilors who voted to allow the destruction of the land "oasis" are spineless. They are unable or unwilling to stand up to the City Manager, Mr. Healy, now in his 30th year running the city government. Most people believe that Cambridge is a democratically run city. Some recognize that it is a dictatorship by Mr. Healy. A recent book is Dictator's Handbook, 2011, by Bruce Bueno De Mesquita and Alastair Smith. The authors say, "leaders remain leaders by always attending to the interests of whatever coalition is necessary to keep them in office. Whether that coalition consists of 5 generals, 50 tribal leaders, or 50 million voters." In Cambridge the City Manager needed five councilors to remain in power. For 30 years he always had that support. What did he exchange for their support? Getting re-elected? Funding for their special interests so that they got re-elected? Who knows what if anything was exchanged. It could be worse than Healy's salary of $325,000. In Bell CA a city of 36,000, Robert Rizzo, the City Manager's salary when he resigned was $787,000. He retired to a pension estimated at $650,000.
