The indicted New Bedford fishing boss who federal agents say cooked the books to evade fishing quotas had teamed up with a local cop to smuggle tens of thousands of dollars out of the U.S. back to his homeland of Portugal, according to court documents.
Carlos Rafael, the 64-year-old owner of Carlos Seafood dubbed the “Codfather,” told undercover agents he also cheated export officials by giving the unnamed “local law enforcement officer” cash before entering security at Logan International Airport, an affidavit filed in the federal court case states.
The officer would take the cash through to the secured area of the airport, while Rafael would walk through security and did not have to claim he was transporting more than $10,000 in cash out of the country, according to the affidavit.
Federal authorities estimate Rafael allegedly carried $40,000 to $60,000 in cash this way every time he went to Portugal, where he was born.
Prosecutors allege Rafael used hundreds of thousands of smuggled dollars to “fix up” his parents’ home, buy his own home, buy a warehouse and a pleasure boat.

Rafael and his bookkeeper, Debra Messier, 60, are accused of misclassifying fish caught by the company’s boats for years to evade federal fishing quotas by falsifying forms that track the quantity and type of fish they caught and sold.
A wholesaler in New York City paid for the fish with bags of cash that Rafael would call “a bag of jingles” — earning as much as $668,000 in six months, prosecutors said.

NYPD Quotas?

After New York Police Commissioner Bill Bratton chose a  black man to replace another  black man as his deputy, a reporter asked Mayor de Blasio if the replacement “had to be a person of color.”
“No,” the mayor claimed.
That’s not a little white lie. This is a case where whites need not apply.
Across the land, racially charged disputes are grabbing headlines. Broad swaths of life, including school admissions, crime statistics, income and poverty levels, hiring and firing, are seen increasingly through the prism of skin color and ethnicity.

Desperate to hold onto power, some Democratic candidates spent election season trying to scare black voters to polls.

At the bottom of the barrel was the scurrilous comment by Harlem’s Rep. Charlie Rangel that some in the GOP “believe that slavery isn’t over.”

he appointed and has supported Attorney General Eric Holder, who took office by calling the country a “nation of cowards” on race.
That was provocative enough, but Holder routinely injects racial charges into political and legal issues, as if nothing has changed in 50 years. He sent a small army of FBI agents to Ferguson and declared the police force guilty of bias, even before an ­investigation.

Reflecting The Population

MA State Rep. Alice Wolf says the legislature should reflect the population it represents. What exactly does that mean? Should elections be determined by quotas for fulfilling the population reflection? Who will decide who gets elected where? Or does she mean that each district should reflect the populations of the district? She does not say. In a district with only white heterosexual men would Wolf  allow a white heterosexual man to be elected?

Have women become a minority? Wolf says women are about fifty percent of the population. So what is the problem? Why won't women vote for women? Why won't women run for office? If they do not run should they be appointed to office by Rep. Wolf? And why do white people vote for black people? Why do men vote for women? These are disgusting abuses of identity politics. I mean if you are a self respecting man you
should vote for men, plain and simple. So what is going on here? How many men are traitors to their own interests?

The Cambridge City Legislature has three women for 33 percent of the legislature. But it also has two black men for 22 percent of the legislature. But black people are only about 12 percent of the population. They are over-represented. There are several homosexuals and they too are over-represented. It is unknown if there are still some closeted homosexuals on the City Council.

Now what about persons with disabilities, who make up about 15 percent of the population. How many of them are on the City Council or in the state legislature? Why do women vote for men? Should women who vote for men be fined or jailed as traitors? What about illegal aliens? Why are there no illegal aliens on the Council or the state legislature? And what about Muslims? How many Muslims are on the Council and in the
legislature?

Will Rep. Wolf be willing to chair a commission of appointing proper minority members to office without elections to save money and to ensure that they reflect the population? A new tax on sales of six-packs of beer and soda and single use illegal drugs would fund this essential commission.

Spineless Submission to Racism Gone Wild

Here is a copy of a report submitted to the Cambridge City Council on October 31, 2011 by City Manager Robert Healy. Recently Healy was forced to accept a state court award for $8 million in damages for firing a black woman 12 years ago and settling for unknown amounts two other discrimination cases in the city. Alas Healy now joins an abuse of black officials in the city demanding 30 percent of all jobs in the school department. According to my sources the US census found Cambridge has about 12 percent black people for the last 20 years. Nonetheless someone created a new standard for how many black people should be hired. Keep in mind that no persons with disabilities are employed by the city schools and there is no attempt to address this institutionalized unlawful abuse. Black Americans are about the same percentage of the population nationally and in the city as persons with disabilities. But disabled persons remain unemployed at a 70 percent rate. It shows how thorough the bigotry is in the city of Cambridge which sees itself as morally superior to others. Do they get their misguided self image from Harvard affiliates?

Below is a summary of the attached reports:
Total Employees 2,424
Total People of Color 788 (32.51%) more than double the US Census PMSA goal of 15%. (PMSA Preliminary Metropolitan Statistical Area defined by U.S. Census as our applicant recruiting area. This is taken from the U.S. Census EEO-4 data tool for affirmative action planning purposes. The next release of this tool is scheduled for fall of 2012.)
Women 1,056 (43.56%)

Below is additional information on new hires from July 1, 2010 through June 30, 2011:
59% of all hires were people of color
46% of all hires were women
86% of all hires were Cambridge residents

The 2000 U. S. Census found that 12% of Cambridge residents were Black.

The 2010 U. S. Census found that 11.7% of Cambridge residents were Black.


[My comments about earlier report in Cambridge Chronicle, with story below.]
According to "the newly adopted requirement, the parity rate [for hiring people of color in Cambridge Public Schools] should be 30 percent." Are 30 percent of the population of Cambridge people of color? Who created the "newly adopted requirement?" What is the requirement for hiring persons with disabilities in the Cambridge Public Schools? Is it zero percent? Do the morally superior liberals who run the city believe that all persons with disabilities are morons? What is the problem with these allegedly fair minded people trying to equalize opportunities who refuse to allow persons with disabilities to participate in life in Cambridge? Could they be bigots, who support equal opportunities only for themselves but not for others?
