Publishing, Not Publishing Race/Color of Suspects

In this story (below) the suspect drug buyers are identified as white, but
not the drug dealer's skin color. Does that mean the drug dealer is black? Is this
how the police provide information? Or is the newspaper editing?

The editors responded saying "Not sure in this case. Sometimes it's listed as 'unknown.'
Sometimes no description is given. We tend to write these very quickly
without verifying what's in the police report, so I tend to underreport
since we can't verify the info if there appears to be a discrepancy."

My follow up question is why report one if not the other?
