NYC Taxi Drivers Stole $8 million

Stealing from owners and riders is standard operating procedure for taxi drivers. It is common knowledge among owners and drivers. That is not to say that all drivers steal. But they know how to do it nonetheless. The rule of Omerta is not unique to, and did not originate among taxi drivers.
Similarly quid pro quo is pervasive among congressmen, not to say that they all do it. But there are many practices that are illegal, criminal which are widely known but not spoken about by politicians and law enforcement. Police, FBI and judges all have the magic of legal discretion to arrest and to prosecute or not. Laws are not enforced evenly. It does not pass Mayor Bloomberg's laugh test to think that no one knew what was happening.
