It is one thing for ordinary people to mistakenly believe that surveillance cameras prevent crime. For "officials" to make that claim is deception. Cameras help solve crimes. They do not prevent crime. At best criminals may think twice if they know of the camera's presence. But that seldom stops unthinking ordinary criminals.

[From article]
"Officials said the main purpose of the cameras is to deter and stop terrorist plots -- but that the cameras can also help prevent everyday crimes."
