Holding Officials Accountable for Failure to Act

If school principals are to be held accountable for ignoring complaints about bullying with personal fines, why not extend this to elder services professionals who ignore complaints about abuses; and to police and FBI agents who ignore complaints about criminal behavior against persons with disabilities?
