FInancial Scrutiny Needed of Police

An officer who stole drugs from police evidence rooms, may be a user. But he more than likely enjoys financial or other profits from stealing the drugs. Requiring police audits every six months would ensure that they are not making more money than they earn legally, or getting other consideration. Drug testing will not reveal selling drug evidence.
