NYPD Identifies Suspect in 10-year-old Homicide of Honors Student

The NYPD is closing in on a murder suspect in one of the city’s most infamous cold cases involving a Brooklyn high school honors student, The Post has learned.
Chanel Petro-Nixon, 16, went missing about 10 years ago on June 18, 2006 — that year’s Father’s Day — and was found four days later strangled inside a garbage bag in Bedford-Stuyvesant.
After years of frustrating dead ends in the case, cops and investigators from the Brooklyn District Attorney’s Office have zeroed in on Veron Primus, a former high school friend of the victim, according to an investigation by WPIX/Channel 11.
In a segment airing Monday, “Crime Watch Daily’’ reporter Mary Murphy travels to the suspect’s native home on the Caribbean island of St. Vincent, where he is in prison facing kidnapping and murder charges in other cases.
Murphy interviews Primus’s ex-girlfriend, Mewanah Hadaway, who shares a harrowing tale of allegedly being held in a crude wooden enclosure in the suspect’s back yard for three-and-a-half months.
While he held her captive, Primus allegedly showed Hadaway news clippings about the Petro-Nixon case and made statements about killing a girl in the United States, Murphy says.
Hadaway eventually escaped Primus, now 29, by slipping a note to a housekeeper, who went to the police.
The NYPD believes that Petro-Nixon also was held before being killed and dumped on a sidewalk just a mile from her home, according to the report, which airs at 2 p.m.
In addition to Hadaway’s kidnapping, Primus has been charged with killing a St. Vincent real estate agent after local cops found evidence of the crime during their investigation into the ex-girlfriend’s case, according to Murphy.
NYPD cops interviewed Hadaway in April and returned to the island last week to meet with St. Vincent police, according to Murphy.
Law enforcement sources told Murphy the St. Vincent sit-downs have been “very fruitful,” although Primus did not confess to murdering Petro-Nixon and requested a lawyer after 45 minutes of questioning.
Petro-Nixon was a straight-A student whose corpse was found with a chemical scar on her leg, possibly from bleach that her killer used to mutilate her, investigators have speculated.

Brooklyn, New York Landlord Liable for $3.3 million For Harassing Elder Tenants

The owner of a Brooklyn assisted living facility who came under fire for attempting to evict his elderly patrons — and allegedly trying to force them out through nefarious means — will have to shell out $3.35 million to the remaining tenants as part of a settlement agreement, a Brooklyn judge has ordered.
Prospect Park Residence owner Haysha Deitsch must now pay the remaining five nonagenarians still living in the once-lavish facility the bulk of the settlement in a series of installments.
If he doesn’t stick to the court’s payment schedule, the seniors get more time to move, and more money, said attorney Fred Millett.
The two-year legal saga began in March 2014 when Deitsch abruptly gave his patrons just three months to scram — allegedly so he could sell the lucrative real estate to a development company.
A number, fearing eviction, did move out — but seven tenants stood their ground and fought the order.
Originally dubbed “the Prospect Park 7” the remaining five will have to relocate by August 31st of this year. Two of the original plaintiffs have died over the course of the legal battle.
The tenants originally filed suit claiming the eviction went against their tenant agreements, and didn’t offer enough support for relocation.
Brooklyn Judge Wayne Saitta ordered that Deitsch keep the residence open during the case, but residents soon claimed he was feeding them rotten food, hiking rent, and depriving them of central air-conditioning during the hot summer months.
Deitsch even filed a $50 million countersuit in March of this year, claiming the residents were taking part in a “scheme” to obstruct his sale of the property.
The heft of the settlement will go the five still residing in the dilapidated 134-unit living facility, while a small portion will be given to 4 former residents who moved out under Deitsch’s threat of eviction but were still involved in the suit.
“It is definitely a win for our clients,” said attorney Fred Millet, who represented the plaintiffs. “With the settlement they were able to make plans to move elsewhere, and the money to make that happen.”
But the elderly and soon-to-be-homeless tenants will face some obstacles, the attorney said.
“The problem is there aren’t a lot of adult care facilities in Brooklyn,” he explained. “And while this settlement gives them the time and money to make the transition happen, a lot of these facilities are very expensive. Prospect Park residence was comparatively affordable, so that might make it more difficult.”
Millet says his firm and the plaintiffs will continue with their suit against the Department of Health, who green-lighted Deitsch’s original eviction plan.
Meanwhile, the whole payout will go to the seniors, as Millet and his firm represented them pro bono.

US Attorney, District Attorney Investigate Suspicious Brooklyn Library Deal By Mayor Of New York

The $52 million deal to redevelop the Brooklyn Heights library into a luxury condo tower, which City Hall awarded to a de Blasio pal who offered less money for the city-owned land than two other bidders, has attracted the attention of federal and city prosecutors, The Post has learned.
The joint probe comes three months after The Post revealed the sweetheart scheme and marks the seventh pay-to-play scandal engulfing the de Blasio administration.
Mayor de Blasio’s latest imbroglio has investigators questioning why the city chose Hudson Cos. to buy the Brooklyn Public Library branch on Clinton Street and build a 36-story condo on top of it despite submitting a bid that was $6 million less than a competitor’s.
The offices of US Attorney Preet Bharara and Manhattan District Attorney Cyrus Vance sent subpoenas to several of the 14 developers that bid on the project, sources familiar with the investigation said.
One of the subpoenas went to Toll Brothers President David Von Spreckelsen, a source said. Toll Brothers offered $1 million more than Hudson, the sources said.
Hudson President David Kramer is “one of many people being looked at” but has not been subpoenaed, the sources said.

Hoping to raise money to refurbish its system, the Brooklyn Public Library approached the city to draw up a request for proposals for the development of the site.
The city and library jointly released the RFP in June 2013.
The city Economic Development Corp. vetted the bids on behalf of the library.
Kramer proposed a 30-story residential skyscraper — with 114 units of affordable housing sited two miles away. The plan included space for the library on the ground floor and $40 million of the $52 million bid to spruce up other branches. He also planned to relocate the library to a space on Remsen Street in July 2016 for the four-year construction period.
At least two competing developers not only offered to pay the library more money, but several proposed to build affordable units on the site.
Brooklyn-based Second Development Services offered the library $6 million more than did Hudson and 117 affordable units.
One competing bidder described the process as rigged to benefit de Blasio’s friends.

A friend of the mayor for more than a decade, Kramer and his wife have given $9,125 to de Blasio’s political campaigns since 2007. De Blasio has refunded $6,325 of that money without giving an explanation on city campaign filings.
De Blasio kept another $4,850 that came from Hudson employees, records show.
Kramer and his project architect, Jonathan Marvel, also hosted fund-raisers for de Blasio’s mayoral campaign, including an October 2013 soirĂ©e for which Marvel invited the city’s biggest developers.
Six weeks after de Blasio was sworn in, Hudson coughed up $5,000 to the Campaign for One New York, a charity promoting the mayor’s agenda. Marvel Architects added $2,000 in June 2015.
Toll Brothers also has given CONY two $25,000 donations.

NYPD Shoots Knife-wielding Gentleman In Brooklyn

A police officer shot a deranged man in Brooklyn on Sunday as he charged at cops with a bizarre, three-sided dagger modeled from an action movie, sources said.
Authorities were responding to a call for an Emotionally Disturbed Person at 6809 Avenue T in Bergen Beach when they encountered Simon Zanchman — a 27-year-old with multiple arrests for robbery, assault and grand larceny—at around 7:20 p.m, according to police.
Zanchman had been acting erratic, kicking doors on cars parked outside his home, before police were called by a sanitation worker, sources said.
When cops arrived, Zanchman came sprinting after them with the 5-inch blade—a replica from the 1994 film “The Shadow,” starring Alec Baldwin—prompting one of the officers to open fire.
Zanchman was shot twice in the chest and rushed to Kings County Hospital, where he is expected to survive.
Sources said Zanchman is supposed to be taking medication, but wasn’t at the time of the shooting. He has been arrested more than 10 times over the years.

A dead man who washed up on shore in Brooklyn — his feet stuck in concrete — was identified as a high-ranking member of the Crips in East Flatbush, police sources said.
Gang-banger Peter Martinez, 28, owed some bad people “a lot of money,” his distraught girlfriend told cops, according to a source. His cause of death was determined to be homicide by asphyxiation, the sources said.
His body was found about 10:30 a.m. Monday stuffed in a bag outside Brooklyn’s Kingsborough Community College near Oriental Boulevard. His hands were bound behind his back and his feet were stuck in concrete.
Martinez had been arrested more about 30 times, the sources said.

Police are trying to identify the body of a man who washed up along a Brooklyn beach wrapped in plastic bags with his arms tied around his back, his feet in "cement shoes."
New York Police Department Chief of Detectives Robert Boyce said Tuesday the victim had his feet "submerged in poured concrete."
He said it was obviously a homicide and officials were investigating. The man has a large tattoo of the Virgin Mary holding a rose and police hoped it would help identify him.
The body washed up from a bay near Kingsborough Community College and was found by a student on Monday. An autopsy was being performed to determine how long he'd been in the water.

The body of a man who had spent quite a while sleeping with the fishes was discovered washed up on Manhattan Beach in Brooklyn on Monday.
The corpse was wrapped in plastic, and its head and feet were tied to buckets of cement when it was found on the shore near Kingsborough Community College at around 10 a.m., according to law-enforcement sources.
The buckets were connected to the green plastic bag that held the discarded remains, the sources said.
It was not clear if the man was dead before he was tethered to the buckets or if he might have been alive while being submerged.
The body was so badly decomposed that he could not be identified.
The man was immediately declared dead at the scene, which, of course, was simply a formality.
The medical examiner will determine the official cause of death.

Detectives uncovered a $10 million Brooklyn drug operation that included liquefied pot used in e-cigarettes when they stopped a U-Haul truck stuffed with hundreds of pounds of marijuana hidden among furniture, police said Friday.
Acting on a tip from federal investigators that a large shipment of drugs was headed from the West Coast to Brooklyn, officials pulled the vehicle over outside a garage Wednesday. They discovered 300 pounds of marijuana inside, said Inspector John Benesopolis, the commanding officer of the New York Police Department's criminal enterprise investigative division.
The driver, Philip Feng, 36, and passenger Victor Bae, 35, were arrested on charges of drug and gun possession. The two were being held on $2 million bail after their arraignments Friday, and messages left with their attorneys were not immediately returned.
Police said they believe the operation was in business for at least four years and made about $10 million annually.
Benesopolis says a search of Feng's garage turned up 100 pounds of marijuana, liquefied pot used in e-cigarettes, mushrooms, PCP and a loaded revolver. They also found e-cigarette cartridges. Police said the liquefied pot and PCP is odorless when smoked in an e-cigarette. Overall, they recovered about $2.5 million in drugs and drug paraphernalia, police said.[. . .]
The high-end pot called "Emperor Jack," ''Sour Diesel" and "LA Confidential" was worth $6,000 a pound, police said.
Police said Feng used some of the drug money to collect World War II memorabilia, including a decoding machine similar to the one created by Alan Turing, who was depicted in the Oscar-nominated film "The Imitation Game."

Three top executives at Coney Island Hospital have been ousted in the wake of a controversial patient death, sources told The Post.

Officials with the city Health and Hospitals Corp., which operates the Brooklyn hospital, confirmed that the three ­execs have stepped down in ­order to “improve the patient ­experience and culture.”
The high-level shake-up came just a month after the Feb. 1 emergency-room death of 47-year-old patient Grisel Soto.
Her demise spurred an HHC review that uncovered the unauthorized hiring of 450 additional staff and a $65 million projected deficit, one source said.
Nursing staff at Coney Island misdiagnosed Soto as suffering from a overdose of synthetic marijuana, family members have alleged in press accounts.
“They treated her like a psych patient,” a source alleged.
Soto’s death from allegedly ­undiagnosed meningitis is under investigation by the city Medical Examiner’s Office.
Autopsy results are not yet complete, an ME spokeswoman said Thursday.
Following Soto’s death, “The central office sent people to go through all the records at Coney Island for the past three weeks,” the source said.
The review found that the hospital had hired 450 employees, mostly nursing staff, without HHC approval, the source said.

“This hospital has been screwed up for decades,” ­another source told The Post.
Problems range from insect infestations to patient overcrowding, that source said.

A week ago Carolyn Walker-Diallo was sworn in as a judge in Brooklyn’s 7th Municipal District. She placed her hand on the Quran and swore to uphold the constitution. Since then, there’s been uproar in certain quarters. And rightfully so. As Pamela Geller reports:
The Koran forbids allegiance to non-Muslim authority, so isn’t this Muslima’s vow worthless? How can she serve two masters at once? In Islam, sharia supersedes all manmade laws. It is the law of Allah.

NYPD Officers Shot At In Brooklyn, After Watching Three-men Arguing

On Wednesday, October 7, 2015, at 10:43 p.m., three plain clothed officers assigned to the88 Precinct in Brooklyn observed three males involved in a dispute in the vicinity of Park Avenue and North Portland Avenue.
The two police officers and lieutenant, operating an unmarked department vehicle, drove past the suspects and as they turned the vehicle around to approach the group of men, they were fired upon by at least two of the suspects.



Their police vehicle was stuck numerous times, missing the officers inside. The officers returned fire, and observed the suspects fleeing the location on foot.

Pursuant to the investigation, the two outstanding suspects, a 24 year-old male and a 21 year-old male, were apprehended this morning without incident in Brooklyn.

Larry Pagett, 35, chief of the Eight-Trey gangsters of Flatbush, got into an argument with Chrispine Phillips at the Buda Lounge on Aug. 28 and blasted him several times on surveillance video, according to court papers.
Pagett [. . .] was out of jail on supervised release at the time, continued to squeeze shots as he cleared a path out of the packed bar while making his escape amid the 3 a.m. chaos.
The violence [was] just blocks from Prospect Park.
A source told The Post that Pagett — who has a long and violent criminal history — was arrested by federal agents during a routine probation appointment.
[. . .]In attempting to frighten a cooperating witness in a prior federal gun case, Pagett deployed his underlings to threaten Nashwad Johnson into shutting his mouth.
At his sentencing, Pagett pointedly mentioned the suspected snitch’s name in open court. “Just five days later, on Sunday, January 4, 2009, Nashwad Johnson was found shot to death in Atlanta, Georgia,” the filing states.
Pagett’s alleged victim in the hookah bar killing had been shot on several prior occasions and had been arrested 10 times since 2010, cops said.

I call it the Pendulum Factor.
It reflects the fact that the legacy of each president includes the political climate he leaves behind. In plain English, Barack Obama’s most ­important failures as a leader begat Donald Trump’s success.
A favorable legacy among voters generally means the public wants more of the same in the next president. The clearest example is that Vice President George H.W. Bush succeeded Ronald Reagan in 1988, an election widely regarded as Reagan’s third term.
On the other hand, George W. Bush narrowly defeated Vice President Al Gore in 2000, a disputed election that was nonetheless seen as a repudiation of the scandal-scarred Bill Clinton era.
The pendulum swung back again when Obama followed Bush, who left office with wars in Iraq and ­Afghanistan unsettled and the economy cratering and jobs vanishing.
With Obama’s poll numbers ­underwater, the country wants change again. And Trump is the ultimate Un-Obama candidate, especially in style and attitude.

The dead women were identified as Hindy Spira, 27, and Raizel Morgenstern, 24, who were on a weeklong vacation in the rugged wilderness with two other Brooklyn teachers, Miriam Meyer and Suri Mayerovitz, 26, cops said.
Their rented Jeep Cherokee was broadsided by a tractor-trailer near Holbrook around 11:30 p.m. after turning into its path, police Lt. Jack Arend told The Post on Tuesday.

Spira taught at the Bais Yaakov School in Brooklyn. Mayerovitz also teaches at Bais Yaakov. Morgenstern’s and Meyer’s schools were not known.
A fellow teacher who declined to give her name said Spira “was really sweet, very organized and capable.
“She ran the after-school program; she was very energetic. Her students loved her and her songs.”

Asa Roberts, 18, had been wanted for the attack on the elderly woman who let him inside her home, where he forced her to “swear on a Jewish Bible” that she wouldn’t tell on him, a relative of the victim said.

The vacant four-story building at 1438 Fulton Street was undergoing a full demolition when its third floor pancaked onto the second floor at around 2:30 p.m., officials said.
“The top facade fell over first, then it imploded,” said Leslie Greene, 27, who works at a store across the street. “It was very loud, (and) there was lots of dust. The strongest coffee you could have made that’s how dark the smoke was.”
At least three people sustained non-life threatening injuries after they were struck by scattering debris, FDNY officials said.

On Sunday, a complaint was made against the building for a brick column being in danger of collapsing and damage to a construction fence and, according to the Department of Buildings website.
Locals said the property had once been occupied by squatters–but no longer.
“It had strippers, hoes, pimps and looters,” Greene said. “But this month they had nobody in there.”

Brooklyn DA Ken Thompson, who made a fortune as a lawyer for women in harassment and sex-abuse cases, is ironically so rude to his own female staffers that they’re leaving his office in droves, sources told The Post.
At least 11 women have quit, or have been forced out or fired, during the past year, including high-profile prosecutor Coleen Balbert, whom Thompson recruited to head his Sex Crimes and Special Victims Bureau.

“There is a problem there with how he treats women,” said one woman who is part of the exodus, charging that Thompson “has a problem with women who are self-assured.”

Thompson’s office didn’t respond to a request for details on turnover, but a spokesman called the allegations a “despicable smear that’s belied by the facts.”
“The truth is that DA Thompson has hired and promoted more women than men since taking office,” spokesman Oren Yaniv said. “He appointed many women to key leadership positions and treats all employees professionally and respectfully.”

A special-ed teacher at the school allegedly had carnal relations with a student every day for two months — the fifth teacher accused of sexual misconduct in recent years.
Robert Cain seduced a girl in his Participation in Government class, and then engaged in daily sex with the teen in his office and a sixth-floor room before taking her to a hotel where he photographed their session, Special Commissioner of Investigation for city schools Richard Condon alleges in a newly released report obtained by The Post.
That makes five teachers in six years involved in sordid scandals at the Sheepshead Bay school, which counts Sen. Chuck Schumer among its alumni.

After Christmas break, the student saw other girls in Cain’s office and got jealous. She “believed she was in love with Cain and felt something special with him,” the report says. When the girl heard rumors that Cain was dating a female teacher, she sent him an e-mail advising him to leave her alone. He did not reply, which meant, to the girl, that Cain did not care, she told probers.

Cain also denied he took the student to the Comfort Inn.
Investigators then showed Cain his $250 hotel credit-card receipt — and security video showing him walking into the hotel and upstairs with the girl.

English teacher Erin Sayar was busted in May 2012 for statutory rape after having sex with a 16-year-old student. She allegedly gave pot to the boy, exchanged 3,856 text messages with him over seven days and had intercourse and oral sex at least eight times — sometimes in her office. She even picked him up from his home one night and they had sex in her SUV.

Robin Ficker, who said he completed a two-hour consultation with Wint, 34, on Saturday at the D.C. Central Detention Center, sliced into official accounts of the alleged quadruple homicide in an interview with the News.
“He doesn’t like pizza, he doesn’t order pizza,” Ficker said. “If you don’t like pizza and you’re holding people hostage in a house, aren’t you going to look in the refrigerator for something else?”

But Ficker, who has represented Wint in past cases on the ex-con’s long rap sheet of assault, domestic violence and theft, maintains he’s not capable of killing someone and called the reputed Domino’s
analysis.” The popular pies aren’t “a big thing” in Wint’s native Guyana, Ficker noted, saying he plans to speak with forensic experts on Wint’s alleged link to the food.

He’d been staying in his gal pal’s Canarsie apartment since Sunday — but wasn’t concerned about getting caught until he was named as a suspect Wednesday night, a law enforcement source said.
Wint was “shocked” by the warrant for his arrest, the source added. He called his parents in Maryland, then hopped in a livery cab, forking over hundreds of dollars to get back to DC, the source said.

Police believe the man suspected of brutally murdering a family and their housekeeper in Washington, DC, last week is in Brooklyn — because his Big Apple girlfriend told authorities he’d been staying with her, The Post has learned.
Daron Dylon Wint’s Brooklyn girlfriend claimed that he was with her but heading back to Washington, DC, to turn himself in, a law enforcement source told The Post.
The source added that her claims that he’s prepared to turn himself over to the police could be nothing more than a diversion. Police took her in for questioning at the 69th precinct Thursday, sources said.

“We had information to believe he may be here, and right now in the South Brooklyn area,” Chief of Detectives Robert Boyce said at aThursday afternoon press conference.
“He has some relatives here and some friends here. We’re investigating that with them right now,” he added.
Wint was spotted as recently as Wednesday night in Brooklyn, authorities told the Associated Press.
Police believe he may have stayed with his girlfriend Wednesday night, then left early in the morning, law enforcement sources said.

Wint was at one time employed by American Iron Works, a construction materials supplier based in Hyattsville, Maryland, where Savvas served as CEO, Lanier said at a press conference in DC.
“We do believe that there is a connection between the suspect in this case through the business,” she said. “It does not appear that this is a random crime.”
He “possibly” traveled from Maryland to New York on a bus, and police haven’t connected him with a car at this point, Lanier said.

The victim was just 13 years old when Valdivienzo, now 38, preyed on her, duping her into believing he loved her and then “pimping” her out to several men and filming the sex acts, prosecutors said Thursday.
The creep also recorded his own sexual encounters with the victim.
Valdivienzo was convicted by a jury last month of multiple counts of rape, criminal sex act and child endangerment charges.

“The only thing I have to say is … it’s a lie. I am going to appeal this case,” he said through a translator.
The perv, who worked with the victim’s mother, dated the teen from 2007 to 2010.
The relationship ended when she moved out of the state, according to the Brooklyn DA’s Office.
Their illicit affair was revealed when the victim’s cousin — who was dating Valdivienzo at the time — discovered the sex tapes and called the cops.

A Long Branch man was identified as one of the latest victims in a pattern of suicides that’s happened lately at the George Washington Bridge: Four in nine days, police said.
The Cliffview Pilot said a woman also jumped to her death on Thursday, the third suicide victim in five days. No additional information was provident
Authorities have identified 54-year-old Kenneth Bell of Long Branch as the man who jumped from the bridge’s upper level on Tuesday, said Joseph Pentangelo, according to The Record of Bergen County.
Witnesses said Bell drove his car onto the upper roadway from the New Jersey side, got out, climbed over the railing and jumped, according to the report.
In the Thursday incident, witnesses said they saw a woman in her 20s take off her shoes and jump from the north walkway, and into the river about 4:30 p.m, according to the report.

Police sources said they did not find a suicide note inside Lubanko’s apartment, which she shared with another woman in her 20s, and said it is unclear why she killed herself.
But the woman’s artwork was dark and appeared troubled.
Lubanko regularly posted disturbing videos and drawings on a personal site. She also posted her work on Scary­Pretty.org, which describes itself as “glitteringly morbid,” according to a parent of one of her friends.
One of her pieces is titled “The Toilet Book,” a series of hand-drawn images and text that likens humanity to a bleak cesspool. “Hi, I am a human and I live in this toilet bowl of s–t-made things and evil people and all we do is swim in circles all day,” one of the pages reads.
A distraught man who identified himself as the woman’s father showed up with a suitcase to clear out his daughter’s belongings, but declined to answer questions.

A woman hung herself from a Brooklyn fire escape Sunday morning, and her body was left dangling for more than an hour, police and witnesses said.
The woman’s body was discovered around 8:20 a.m. hanging outside the third-floor window of her apartment on Utica Avenue and Prospect Place in Crown Heights, cop said.
“This is something you don’t want to wake up to on a Sunday morning. I thought it was fake, like a Halloween prank, and then I could see it was a [woman] hanging. I just screamed,” said passer-by Violet Acuna, 42.[. . .]
“She seemed like a nice girl. She was very social. Her parents were always around visiting,” said neighbor Stella Wiley, 66. “I saw her walking her dog at 7 a.m. She seemed OK.”

The 44-year-old woman, who was from Westchester, leaped from the north walkway of the bridge around 7:30 a.m., according to Port Authority Police.
Her body was recovered by NYC Harbor Unit and taken to the 125th Street pier, authorities said.
Her car was recovered in Fort Lee Historic Park in New Jersey, officials said.
