Cambridge, MA Searches For New City Manager



Cambridge, MA City Manager Richard Rossi

Typically this report reveals how the meetings were conducted but little about what the people who attended said about the search for a new city manager. The job description is established in state law. The ideas cited are political issues, not qualities of the manager. Did anyone mention integrity and common sense, qualities that are scarce among city councilors? Is this another attempt to do what Noam Chomsky calls, bewildering the herd?

City Manager Richard C. Rossi recently announced the appointment of Superintendent Christopher Burke as acting commissioner of the Cambridge Police Department.
Burke takes over for Commissioner Robert C. Haas, who retired effective May 6, after leading the department for nine years.
“I am very pleased that Superintendent Burke will serve as the acting commissioner. Growing up in Cambridge and spending his entire career at the Cambridge Police Department, Chris has a great understanding of policing and opportunities and challenges within the city. He has been a valued member of city staff and an active part of this community for many years. I am proud to have him serve as the acting police commissioner,” said Rossi.
Burke has been with Cambridge police since joining as an officer in 1984 following in the footsteps of his father and grandfather. He was promoted to sergeant in 1997, lieutenant in 2001, deputy superintendent in 2006 and superintendent in 2009. During his career, Burke has served in a variety of roles in the department, including overseeing the Professional Standards Unit, Criminal Investigations Unit and Support Services Division. He has a bachelor’s degree in law enforcement from Western New England College and a master’s degree in criminal justice from Anna Maria College. Burke has been active in the community serving on the GLBT Commission, Human Rights Commission, Commission for Persons with Disabilities and several boards, including the Police Review and Advisory Board.
“It is an incredible honor for me to lead and serve this great Department. When I joined the Cambridge Police department in 1984, it did not take long for me to realize there was no better place that I could work for. That sentiment remains instilled in me today. I believe that we can increase our level of community involvement and outreach while continuing the outstanding work we are already doing,” said Burke.

Cambridge, MA City Manager To Retire

City Manager Rossi did an admirable job keeping the city running smoothly. Streets were cleared of snow after storms. Police keep the streets safe for residents and visitors. Businesses thrive, and universities educate the next generation of citizens. He was unable to teach city councilors not to talk so much repeating what each other said at council meetings. They continue to waste everyone's time including the city manager's. Congratulations Mr. Rossi.

The city manager position, arguably the most powerful in the city, carries great influence in Cambridge. As the chief executive of the city government, the city manager is responsible for enforcing laws and ordinances, advising the City Council and implementing their decisions, appointing city officials, and crafting the city budget.
The decision to retire was difficult, Rossi said, in part because he has worked for Cambridge for more than four decades.
“I have worked for the city for 45 years. I’ve been city manager for the past three, and I’ve been deputy city manager for 32 years prior to that,” Rossi said. He also served as acting director of the Water Department and acting commissioner of public works during his tenure with the city government.



Rossi said he believes his ability to work with his office to serve the residents of Cambridge as best he can has made his time as city manager effective.
“We have an incredibly talented and competent team of public officials,” Rossi said. “This is an outstanding city that is far and ahead the best in the Commonwealth of Massachusetts.”
City officials praised Rossi for his work bringing organized lobbyists and community members together during his term as city manager.

While Rossi’s contract ends in June, the City Council requested that he remain involved in the government should a successor not be found before the contract deadline. Rossi said he intends to stay on as long as needed to facilitate an “orderly transition.”

Here's a man who can look back on his life and be proud of what he accomplished. He was unable to condition the City Council to shorten their speaking time in order to reduce global warming. Cambridge human hot air continues increasing unabated.

After 45 years serving the city of Cambridge, City Manager Richard Rossi announced Friday that he plans to retire this June.
With a palpable love of Cambridge and a seemingly endless knowledge of its inner workings, Rossi is an irreplaceable leader, say his colleagues.

But Rossi, a champion of affordable housing and public education, leaves a legacy that will be hard to replicate.
Rossi was born and raised in the city, living in East Cambridge and graduating from the city’s public schools, making him a unique advocate for residents. He said he knows first hand the importance of providing low-income housing as his own father lived at Millers River public housing.
“We lived in really cheap apartments, to be frank, and that was really because of rent control,” Rossi told the Chronicle last week. “As I got older, I recognized how important housing stability was to my father and it was really troubling him. He had to move out of Cambridge for two years until he was accepted into Millers River and in those two years he was miserable."
"I always felt the great thing about this city was the people from all different spectrums of life," he added. "I believe it’s an important thing for a city like this to maintain.”
Rossi’s service began at an early age, working summers at the Department of Public Works. He started an internship at the Water Department in 1971, which led to his first full-time job in the city. He eventually became the deputy city manager, working alongside then-city manager Bob Healy for 32 years.

I’ve really hung on for some time and I felt conflicted,” said Rossi. “I’ve been here 45 years and I’ve loved everything I’ve done. I’ve enjoyed my job. My family has been so supportive and so great and never not considered what I want to do. So it was the right thing for me to do.”

Turning Danehy Park from a 50-acre “dump” into an award-winning park is one of Rossi’s crowning achievements. He is also proud of his work in rebuilding and renovating the public schools, including transforming the Dr. Martin Luther King Jr. School into a near net-zero building.
But most of all, Rossi has enjoyed being a mentor figure and friend to his colleagues.
“Being in a position where I can influence the lives of employees, to mentor them and help them. … I really feel I was able to help people who have come along and have become great leaders in this city,” said Rossi.
It’s this connection to Cambridge and its workers that make Rossi an especially unique leader, his colleagues say.

Rossi said part of the reason he feels comfortable retiring at this time in his career is that the city is in great shape with consistent AAA bond ratings, plenty of money in the reserves and strong leadership.
“The quality of the people who are leading this administration right now and the fact that they’re natural-born collaborators, is just amazing,” said Rossi. “The fact that we have that kind of leadership, across the board, the strength that we’ve built in all these departments and having Lisa [Peterson] as the deputy, I feel the city is in good hands.”
At a Government Operations and Rules Committee meeting in Sullivan Chambers on Friday, Rossi made the announcement that he would not seek to extend his contract. The news came as a shock to his colleagues, many of whom were unaware of his plans. An emotional Rossi had trouble getting through his announcement, while his wife, Jane, stood by his side.

Rossi said Peterson would be a great choice as the interim manager, and he hopes the council moves in that direction.
“She is great with public process, great with people and employees and loves this city,” said Rossi. “I would hope that the council would really think long and hard. … You do need someone acting and there’s no better person. If asked, that’s the advice I’d be giving.”

Georgia Police Chief, City Manager of Two Towns Charged With Abuse of Power For Sex

The police chief of a small town in Georgia was arrested Wednesday after a months-long investigation into whether he used his position of authority and town resources to solicit sex from underage boys.
Molena police chief and city manager James Roberts was denied bond on Thursday as he's being held on two counts of solicitation of sodomy and one count of theft by conversion.
Roberts, who also serves as the mayor of nearby Concord, allegedly used his standing in the county to solicit sex from two young men, even providing one with gas on the county's dime.
The Georgia Bureau of Investigation began looking into Roberts after the grandparents of one minor Roberts pursued reported it to the Pike County Sheriff's Office, according to the Journal-Reporter.

Changing Cambridge, MA Government, Elections

In his two-part statistical analysis of voting in Cambridge, (Rick Snedeker, "Let’s end Proportional Representation in Cambridge," Feb. 11, 2014; and "Exhausted votes and mandates in Cambridge's PR system," Feb. 20, 2014, Cambridge Chronicle) Mr. Snedeker fails to distinguish between the form of City government, Plan E under state law, and the method of elections. He does not mention the reason for the city government charter change in 1940. Some suggest it was corruption. Why is that subject seldom discussed by voters, officials and journalists? Especially in a one party state, even after public officials are jailed. What part of "Power corrupts." do the evolved superior Cambridge population not understand? Have the genes of Cambridge voters been cleansed of mendacity, sadism, greed and common sense? How often are integrity and common sense issues in elections?

The importance of acknowledging the reason for proportional voting is called the Fallacy of Chesterton's Fence. If you do not know the reason for a procedure, process or law, you may not repeal it. But if you understand why the rule or law exists, then you may be allowed to change it.

In George G. Szpiro's wonderful book, Numbers Rule, the author explains the many forms of elections tried throughout history. None of them are perfect. Some have the opposite of desired results, e.g., eliminating the best candidates. Finally Snedecker does not distinguish between low and high information voters.
Mr. Snedeker's interest in government is noble. Cambridge City government is run by people elected under one system. They are bound to act under another set of laws. How closely do these people exercise their power according to law? City Council meetings indicate the amount of lawlessness of the city government. Motions to suspend the rules are the most frequently heard motion.
There are serious dysfunctions of city, state and U.S. government mechanisms, including elections. But aside from pointing out alleged flaws in the current voting system, according to his standards, he makes no proposals to improve the system. Was this system of voting established for a reason? He does not discuss it.

Indeed, the Council has historically abstained from interfering with the Commission" The Plan E form of government, makes it illegal (punishment is removal and being barred from running for office) for a City Councilor to communicate directly with city employees, other than for information. They must ask the City Manager to act or not. Jane Jacobs in "The Death and Life of Great American Cities," explains popular neighborhoods attract banks. After too many banks are in place the neighborhoods become unpopular.

The scandal that rocked Bell raised the curtain on a fiefdom established by powerful former city manager Robert Rizzo. City records revealed that Rizzo had an annual salary and compensation package worth $1.5 million, making him one of the highest paid administrators in the country.
His salary alone was about $800,000 a year, double that of the president of the United States.
To fund his and other officials' salaries, prosecutors say, Rizzo masterminded a scheme to loot the treasury of $5.5 million. He and his assistant city manager, Angela Spaccia, face their own trial later in the year.

Cambridge MA Zoning Board of Appeals Shows Bias, August 29, 2013

Cambridge MA has an image of being progressive since liberal is no longer a positive attribute. It is mostly all image. As Texans say, "All hat no cattle." The more things change the more they stay the same. On Thursday August 29, 2013 during an extremely horrible month I went to purchase some greeting cards at a local art store in Central Square. I passed the City Wide Senior Center where there was a hearing in progress of the Zoning Board of Appeals. I attended these meetings on and off for many years. Usually I see an attorney or a local advocate that I know.

When I got there the board was on schedule hearing its sixth case, No. 10492, Petitioner's name listed as Amy Munsat. As I sat listening I noticed that there were five microphones set up for the five board members and one for the petitioners. The recording secretary or executive director had her own device connected to a laptop recording the hearing.

That is typical for at least 17 years I've attended those meetings. The only ones who can hear what is said are the board members and the petitioners who sit at the table. The board members, this time including Constantine Alexander (Not the Great?), who was chairing the meeting did not use their microphones. These are usually professionals many of whom have PhDs. And they are unable to use high tech devices which are purchased with taxpayer funds to allow the public to hear what they say and do. Moreover even if they speak into the microphones there was no amplification mechanism, no speakers set up for the audience.

There never is at those hearings. My many petitions to the City Council over 15 years fell as usual on deaf ears. Politicians seldom listen to anyone who does not give them money. The city has an electrical department which is available by request to set up speakers for the public at city board meetings. It does it for free and it is done at any reasonable hour. But the board's chair needs to request it or someone needs to do so. That is one of the standard "ways" that the City of Cambridge operates.



Over 17 years I never saw any electronic amplified speakers at the meetings of the Board of Zoning Appeals. It is the same with the Planning Board. A high tech expensive wireless mic system was purchased for the Planning Board which meets in the new City Hall Annex on Broadway and Inman Street. Ninety dollars per SONY microphone, plus the base unit. One of the long time members of the board speaks so softly that even with the microphone he cannot be heard by the audience.

Once I spoke during public comment at a Planning Board meeting and mentioned him specifically. It did no good. He continued to speak in an inaudible whisper. Often these highly educated board members have never learned how to speak into a microphone. It is not brain surgery. Then they also forget to turn their microphones on. It is all very humorous having all of the expensive equipment and highly educated human talent that lacks common sense. This is pervasive in Cambridge with Harvard and MIT. MIT is less mindless, maybe because they are mostly engineers. But at Harvard University common sense is a rare commodity.

That is not to say that people in Cambridge without a Harvard University affiliation have common sense. What about city employees, especially those with huge egos (also called narcissistic by the similarly afflicted psychiatrists, psychologists and acolytes), who run for office (am I being redundant?)? Almost all of the City Councilors, and department heads have degrees from Harvard University, are related to someone with a degree from Harvard University or they know someone with a degree from Harvard University. Harvard University does not teach common sense. They teach leadership at the Kennedy School of Government and at their Graduate School of Education, but that is like Steve Wynn's Mirage. It is fantasy.

One seldom-cogitated-upon fact of economics in Massachusetts (by  highly educated people, uh, that should be, people with degrees from prominent institutions, which are heavily subsidized by tax exemptions and taxpayer money), is that education dominates the economy in eastern, if not the entire state of Massachusetts. Harvard University dominates education. No matter how little some people deserve a degree from Harvard University they have the credential. There are some people with Harvard University degrees who worship Harvard University degrees. They are credential lovers. Is there a prominent Harvard University graduate who was elected twice in recent years who exhibits the questionable value of a Harvard University degree by trembling over starting a fourth war with a country whose interests have minimal influence on the national interests of the United States? Just asking. Does this man who is worshipped by the media have a limited amount of common sense and believe the false fronted image his worshippers created? Is he a credential worshipper too?

The point I was trying to make is that public policies in Massachusetts are influenced if not dictated by Harvard University researchers, faculty and graduates. Did Harvard-University-created policies allow 60 or more homicides by an FBI protected crime family in Boston? The silence from the six law schools (Harvard, BU, Northeastern, BC, Suffolk, New England) in Boston, the government schools and management schools is a symphony. No one wants to talk about thorough corruption of the FBI, and the police apparatuses in Massachusetts. Politicians and academics focus on high school bullying and same sex marriage. Isn't that special? Are they any different than the lawyers who "don't do criminal law?" It will not and cannot get better without an intense scrutiny of law enforcement agencies. You cannot clean up the elected criminal class without an honest criminal justice system, which is absent in this state.

One of the (five) Massachusetts state court judges during the police frame-up in 1990 in Cambridge (joined by the Somerville police), said to me when I questioned, one of seven lawyers assigned and fired by me, that my lawyer was not doing his job. I did not suspect then that he (like all seven) was paid to not put on any defense.  I just thought he was incompetent. I told that to the judge who said to me, "He's a member of the Massachusetts Bar like all other lawyers [in this court]." He was suggesting the credential of membership in the Massachusetts Bar Association, his license to practice criminal law, as the justification for his being competent. Huh? Was that judge a criminal too? Did he really believe that all lawyers are the same? Hello? Is anyone home in this court system? Is he too a credential lover, worshipper?

Pardon my diversion from Chairman Constantine "Gus" Alexander. Here are some of his credentials. Harvard Law School, LL.B., cum laude. Tufts University, A.B., magna cum laude, Phi Beta Kappa. Member Massachusetts Bar Association. Included in Boston's Best Lawyers, 2011; The Best Lawyers in America (20+ years); Massachusetts Super Lawyers, 2004-2012; Super Lawyers, Corporate Counsel Edition, 2009; Super Lawyers Business Edition, 2011 & 2012; Gus was a law clerk to Wilson Cowen, the former chief judge of what is now the Federal Circuit of the U.S. Circuit Court of Appeals. He is also past chairman of the Securities Law Committee of both the Massachusetts and Boston Bar Associations, and a past chairman of the Corporate Law Committee of the Massachusetts Bar Association. He frequently lectures and authors in the corporate and securities law fields and has taught at the Boston University School of Law.

His experience makes it possible that Chairman Alexander is one of many lawyers who "don't do criminal law." When I was a student in law school I met lawyers who would say that, as if to make them a superior kind of lawyer. "I don't get my hands dirty doing criminal law. Ewww!" I did not understand why. If the law was the law what difference did it make? After many years I learned the difference. Criminal law practice means interacting with criminals. Who wants to do that? There is money in it. But it is often not worth it. People get killed by criminal clients and some lawyers get involved in the criminal activities.

The effect of these superior lawyers keeping their proverbial hands clean not doing criminal law, leaves that area of law to some very unsavory people. The criminal justice system is an interesting behavioral sink of human activity. It is a necessary part of any society to exercise control over its population. Laws are how it is done. At least until recently when psychiatrists began trying to take control from the lawyers. But that is another story too long for this blog entry.

So when one of the "I don't do criminal law." attorneys encounters one of the aberrations of the criminal justice system how does he or she react? "Get away from me!" is one pervasive reaction. Encouraged by non stop character assassination and a police frame-up using the shunned criminal justice system that keeps on giving,  clueless credentialed prominent graduates of Harvard University shun such people and investigate them. Do they get secret government files written and composed by the criminals who run to criminal justice system? Were similar files used by the CIA to justify an invasion of Iraq in 2003? Are they now using similarly manufactured files to justify attacking Syria?

Social critic Wendy Kaminer uses the term "cognitive dissonance" to describe how educated people  "don't trust government to do much of anything right, except, it seems, arrest and detain without trial only those dangerous terrorists who deserve to be detained. Visions of government incompetence morph into visions of government infallibility when the subject is fighting terrorism. Fifty percent of voters favor smaller government delivering fewer services, (according to a recent Pew survey); some rage against dictatorship in the form of universal health care; but generally the public has acquiesced in the creation of an expansive national security state that appropriates the dictatorial power to torture and detain people indefinitely, whether or not they've been found guilty of any crimes, or acts of war."

It defies common sense how the mind works especially among intelligent and "educated" people.  Kaminer adds “Knowledge is not power in criminal justice debates; knowledge is irrelevant.” If government files are faulty why are they relied on by police and investigators?

Does Chairman Alexander have common sense? Who knows? It was reported to me that Chairman Alexander is one of hundreds of lawyers, psychiatrists, psychologists, crime family members and associates, local and state police, and Harvard University faculty members who "investigated" me over the past 43 years. They do not explain to me why they did that. But I've been able to piece together some of the 43 years of character assassination, discussed in other parts of this blog, as the reason. One element is that all of the above persons plus FBI special agents and informants, spend a lot of taxpayer money generating propaganda. American citizens (especially journalists, politicians, and ordinary citizens) love propaganda yet are clueless of what it is, mainly, it is false.

One element of this 43-year character assassination campaign directed against me beginning in 1968 in New York when I was an undergraduate student, is that "He's a retired drug dealer." Two more include "He's homeless and mentally ill." No one tells me the details of the slander. I am confronted by obedient civilians who believe the lies and act on them. That is how I gather pieces of what is said about me. Unlike prominent celebrities, millionaire thug athletes, over paid politicians, and drug addled movie stars, I lack a PR apparatus to mitigate harm done to me, my career, reputation, social life, economic life and whatever else a human being has.

I do not have taxpayer funded PR flacks employed at Harvard University, local, state and US government mechanisms. I just have this blog and the few people who know me and knew me from before this abomination of government abuse began in 1968. Is Chairman Alexander one of the many who investigated me and then abused his personal and political power?

The Zoning Board meeting on August 29, 2013 proceeded with questions from the board members. I missed part of the meeting but was able to tune into the discussion when chairman Alexander asked if there would be an "impact on the street scape" if the petitioner placed an elevator in front of his home so that he could use it to enter his home. The owner uses a wheelchair. I do not know why or if it is permanent. But it is an opportunity to allow a person with a disability to enter his own home. Just asking the question shows insensitivity if not unlawful bias. Massachusetts state laws likely apply, also the Rehabilitation Act of 1973, and the Americans With Disabilities Act of 1990. Typically here was a city Board violating the spirit if not the letter of a city ordinance. It is the same "Way that we do things here." as how the City Council ignores its own rules but uses them when convenient to censor unpopular and/or embarrassing speech.

I wondered if the period for public comment had passed. I did not know the petitioner, or the owners. I did know how the City of Cambridge acts toward the basic rights of access of persons with disabilities. I know how they treated me and others. Not only ignoring their obligations under city, state and US laws, but harassing people like me who asserted their legal rights. This is all a minor event in most places in this country. But Cambridge is run by holier than thou arrogant self centered, self serving politicians and officials. They say they are tolerant, but in the name of tolerance they are intolerant. They prioritize equal rights catering to prominent, wealthy people and friends of powerful persons. They ignore, ridicule and harass others. This is a pervasive pattern among long term elected and appointed city employees. I saw it myself and heard boring reports from others.

The Cambridge Disability Commission is run by a nice man who also uses a wheelchair. He is personable and knowledgeable about the laws on disability. He travels to Washington DC to consult with other disability advocates. But when it comes to confronting violations of law in Cambridge denying persons with disabilities, physical and legal access to buildings and accommodations, the best the Commission offers is training programs for city employees. When it comes to Harvard University violating access laws, his response was "We get along with Harvard." I was not surprised to hear that.

But I was shocked when I heard Zoning Board meeting chairman Alexander question the "impact on the street scape" of an elevator lift in the front of a man's home. When the Chairman asked if there was any public comment I stood and identified myself. I said it is outrageous that the petitioner is questioned about the "impact on the street scape" placing an elevator in front of his home to enable access to his own home. That that is even an issue in this city in this year is an outrage, I said.

I saw a similar event in a nearby town (Lexington MA) when their Board of Selectmen ruled "It wouldn't look good to have an elevator in the front of a public school." I wrote a letter to the Lexington Minuteman asking if the Selectmen would say "It would not look good to see black people enter the building from the front." They recognized their misguided bias and allowed an elevator to be constructed on that public building.

How is that different from having an "impact on the street scape?" Chairman Alexander and Board member Brendan Sullivan asked if the petitioner could put the elevator or ramps in the rear of the building. That led to the owners pleading that it would be cost prohibitive due to the need to move the stairs to the basement and the stairs to the second floor in order to put the elevator in the rear of the building. Chairman Alexander denied he said it would have an impact on the street scape. It is on the public record. He raised the question, implying a negative impact on the neighborhood.

I mentioned to the owners after the hearing that "the penalty is the process." The fact that they needed to go through a difficult process applying for a permit, hiring a consultant, who prepared a report of about 20 pages in order to gain access to his own home was a punishment in itself. And for what? Because he needed to use a wheelchair? Is that a crime? For many police and politicians having a disability is a crime. The owners submitted a list of about ten pages of signatures from neighbors who agreed that it would not have a negative impact on the neighborhood. How many hours did that take? And to add insult to injury Chairman Alexander took the original lists of signatures and did not provide a copy to the owners or to the petitioner. He said to them, "You can come to the office and get a copy." Will the city charge them for the copies at 20 cents or more a page? Isn't there a copier in the Senior Center?

This all reminded me of the five years of my life spent in municipal, state and US courts fighting an illegal lockout from a premises when my rent was paid. The courts were used for harassment and surveillance. Court clerks revealed they can do as much harm as judges. They file cases improperly or not at all. They divert briefs to private attorneys and pretend that a judge signed off of them. They sell well-researched legal briefs to private attorneys who are too lazy or too stupid to do their own research. One US District Court Judge wrote to me after three years telling me he knew nothing about the case filed in his court that I was appealing to the Supreme Court of the United States. The Clerk of the Supreme Court of the United States did not file my briefs as required under that court's rules. He resigned after I filed a complaint with the Chief Justice of that court, and the FBI. Supreme Court case law describes that period as "an exercise in futility." This year I read the phrase "penalty is the process" and realized it applied to those five years.



City Manager Robert Healy whose name is on the new police station, is praised for his many accomplishments. He is now a fund raising consultant at Harvard University's Kennedy School of Government. Did he provide considerate treatment of Harvard University during his 31 year tenure? Is the Pope Catholic? One of his accomplishments is not mentioned. He was able to remain City Manager with little opposition for 31 years and he was able to keep the public mostly ignorant of what was happening. Only a few diligent, dedicated and courageous citizens attended early morning and late night meetings. They learned some of what was happening. On occasion the Manager and the City Council would hold meetings in violation of the Open Meetings Law and refuse to allow citizens in. The District Attorney had jurisdiction to enforce that law, but refused to act. Now the enforcement is with the Attorney General. It is the same person with a new title. Former District Attorney and now Attorney General Martha Coakley, is married to a retired Cambridge police supervisor. Does that have anything to do with why laws are optional in Cambridge?


Robert Healy, Long Serving Cambridge City Manager Now Employed by Harvard "Leviathan" University

In order to learn what happens at the Planning Board one must attend the meetings. Same with the Human Rights Commission meetings, the License Commission, the Hysterical, I mean, Historical Commission, the Police Review and Advisory Board, the Disability Commission, and City Council committee meetings. Some of the meetings are broadcast on the city cable TV station. I used to bring my camcorder to those meetings and video tape them. I edited them and posted them online on YouTube and other video sites including my blog. This generated fear among some Planning Board members who expressed their concern that "someone is videotaping the meeting." It takes a lot of time and no one was paying me. Worse still few expressed gratitude for my volunteer efforts. Some continued their character assassination joining the politicians and crime families. I stopped taping the meetings. Helping people generates the most intense animosity.

The previous cable TV franchise holder was Continental Cablevision. Included in the contractual agreement was a provision to make city buildings, e.g., the new City Hall Annex, and the City Wide Senior Center, cable ready, so that city meetings could be broadcast live on local cable TV. Cambridge has six cable TV stations. Six.

Cablevision never performed that element of their agreement with the City. When Comcast, the current provider and franchise holder, appeared before the City Council I attended the meeting to inquire if they would be required to perform that element of the contract. It was announced previously that Comcast would take on all of the obligations made by the previous franchise holder. They didn't do it either.

It is easy these days to do live broadcasts and live streaming with archives online. But it requires a will. The City Manager of 31 years, never wanted a transparent city. He was not interested in being held accountable for what he did. The new City Manager is into his third month. He was Deputy Manager for many years. He is unlikely to open the portals of city government to scrutiny. He indicates he will simply continue the same policies of the previous manager.

It is how "We do things here." as the Zoning Board of Appeals meeting chairman said to me on Thursday August 29, 2013. He said that his questioning of the petitioner for a variance to allow an elevator in front of his home was how "We do things here." He also said to me "You haven't been attending these meetings." He did not know that I attended the meetings before he was on the board.

Another one of "The way we do things here." was exhibited at the Zoning Board meeting. Chairman Alexander, after discussing the "impact on the street scape" made a motion to grant the petitioner's request for a variance. Under Robert's Rules of Order the chairman of a meeting is not allowed to make motions. If he wants to make a motion he must give up the chair and make his motion then return after the motion is made and seconded. He also may not speak for or against the motion. Nonetheless Chairman Alexander is correct, it is "How we do things here." meaning in Cambridge.

The City Council whose rules require their meetings to be run by Robert's Rules is unable to do that even after many criticisms by me, at their meetings during public comment. Even after an "order" was introduced in 2004 requiring the Council to learn those rules. But the Planning Board, the Hysterical Commission, and others all use the Alexander method contrary to good order.  Chairman Alexander is a senior counsel at a major Boston law firm. Does the pervasive lawlessness among Massachusetts public officials derive from the leadership of the major law firms and law schools in Boston?  It is "How they do things in Boston and Cambridge."

The cable TV stations are under used. Their employees are over paid. City taxpayers do not get good value for their tax dollars. What city taxpayer does get good value for his money? Not too many these days. The only way for city taxpayers to learn what is happening if they are unable to attend the hearings is to read reports from young under paid reporters at Gatehouse newspapers appearing in the weakly Cambridge Canticle, I mean Chronicle. Because these reporters are over worked they are unable to attend all the meetings and they seldom do more than a superficial report. That is more than anyone else does except for the students at Harvard University's student paper The Crimson, and at MIT's student paper, The Tech. They report on City Council meetings. The Cambridge Day is an online presence too. Occasionally a volunteer at Cambridge Community television does some reports but mostly on City Council meetings which are mostly hot air. (The Council meetings not the reports.) But weekly TV volunteers talking about hot air?

Before she passed away a wonderful young lady used to write about the city covering it for the community TV station on her blog. I liked her for her sense of humor and rational reporting.

The Zoning Board voted five to nothing unanimously granting the petition to allow building the elevator in the front of his home. But why did he need to go through such a laborious procedure? Because "That is how we do things here." meaning in Cambridge. It is also the words of the establishment which sets the standards behind the misleading image of being a liberal, progressive and tolerant city. It is the same old intolerant bureaucrats who want to know why a man who uses a wheelchair, does not want to have to enter his own home from the rear entrance. Isn't that what the civil rights marches were all about? Didn't the separate entrances end in the 1960s? Was that for all people in the country or was that just for the Southerners? It is one more piece of evidence of how backward the City of Cambridge is behind its ultra liberal media image. Is Harvard University any different?

Manager Manages Money From University Developers




Perhaps "The money is being held separately from other revenue streams." is where the City Manager keeps his hundreds of accounts. He transfers money each week from one to another with city council permission. The Council is as clueless as I am about what the accounts are for. Maybe that is where the manager got the $6 million he paid for retaliation to one former city employee. Maybe they are slush funds used arbitrarily by the manger. As Mel Brooks said, "It is good to be the King." Especially when clueless taxpayers think they live in a democracy.

Under the proposed rule, the neighborhood data provided by HUD will be used to evaluate patterns of integration and segregation, racial and ethnic concentrations of poverty, and access to "valuable community assets." HUD wants to know if existing laws and policies -- such as zoning, financing, infrastructure planning and transportation -- create, perpetuate or alleviate segregation.

Unapologetically Harvard University segregates its housing portfolio prohibiting non Harvard affiliates from renting units in their buildings. Their response was "Are we the only ones who do that?" Under an agreement with the Cambridge City Council and long term now retired Cambridge City Manager Robert W. Healy (who now works for Harvard doing fund raising), Harvard was allowed beginning in 1995 to stop permitting non Harvard people from renting Harvard property. They agreed to not evict any non Harvard person in place in 1995, from their premises without cause.  Nonetheless they did harass some women tenants who left their belongings and their premises behind when threatened by Harvard's real estate thugs. In 2013 Harvard's real estate segregationists are now moving all older tenants into one building segregating them further. This is not only an example of how Harvard officials dissemble about diversity, but also it is contrary to this new effort by HUD. The only problem is that local officials, state officials and federal officials seldom hold Harvard accountable to laws which others must obey or be penalized. Harvard appears to have a constitutional exemption which allows them to ignore inconvenient laws. They have no shame and exercise their old boys and new girls networks in government agencies to thwart the goals of the law abiding minority of elected officials.

explains how one element of of making students into conformists is to segregate them by age into classes for their entire 12 or 13 years of attending schools. It is one more way that Harvard helps to divide Americans, joining  Obama's effort to do so by race, religion and ethnicity. Harvard continues that effort in housing their students, faculty and staff. Harvard University police thugs should be recognized for responding to this post by increasing the amount and intensity of the daily harassment they provide to me in their building. The night after I posted this my sleep was disturbed every hour or less increased from the usual every two hours. Great way to add to the misery of the world. Is that one more public service Harvard University provides to the world?

Zimmerman Innocent of All Charges, Liberals and Black Racists Begin Harassment in Cambridge MA

On Saturday July 13, 2103, before the Zimmerman verdict was in, anyone with a little knowledge of courts and the law could see that this was a misguided prosecution. It was politically and racially motivated abuse of power. As I did errands a group of local black racists and criminal officials resumed deadly harassment of a 70-year-old white male who they say is mentally ill, disabled. It took the form of surveillance and harassment, using young women as bait, blocking aisles in a market trying to provoke violence, and the non stop sleep disturbances. These misguided criminal police employees use persons with disabilities also, both mentally and physically disabled, for harassment. It is the same pattern used repeatedly for 40 years by police, crime families, Communists and criminal psychiatrists, who love to torment law abiding persons. They dare not attack or harass a violent criminal because they might get injured. So they target law abiding, harmless elder persons who dare to exercise their unalienable rights, guaranteed by the state and US Constitutions.  

Free speech is one of the freedoms even these limited information officials understand. What they fail to understand is that surveillance without probable cause is an abuse of power, malfeasance, a crime. They are so used to abusing their power without accountability that they no longer even consider what the laws are. It is an accepted paradigm in Cambridge, and in the state of Massachusetts, that inconvenient laws are optional. Intimidation of a person in the free exercise of a constitutionally guaranteed right is a felony in Massachusetts. Conducting psychiatric evaluations without consent violates state and US privacy statutes. Fragile people have power in this rotten borough of a city and a state. But they don't know, and don't care what the laws are that regulate their behavior. They are what Noam Chomsky refers to as government criminals.

Comments by President Obama, Al Sharpton, and others surely stirred up the racial aspects of the case and appear to have led some blacks across the country to attack whites to avenge Trayvon Martin (e.g., Gainesville, Florida; Oak Park, Illinois; Mobile, Alabama; Toledo, Ohio; Grand Rapids, Michigan; and Norfolk, Virginia).

For more than 40 years crime families, police, FBI informants and Communists conducted a relentless campaign  of harassment accompanied by brutal character assassination in mostly three states; NY, NJ and MA. Of all places, Cambridge MA, host city of Harvard University, MIT, and Lesley University,  appears to be led by what Rush Limbaugh calls low information voters. They are simply mindless useful idiots for the local and state criminal government officials. 

It is less than one month since the former long term Deputy City Manager, Richard Rossi, took the place of the longer term City Manger of Cambridge MA. Rossi is reportedly an obedient supporter of the Harvard University created Governor, Deval Patrick. State taxpayer money can be available or not to local cities and towns. Cambridge is run by one man, an autocracy. As long as the manager has the support of five city councilors he can do what he wants to do. Robert Healy, for whom the new police station is named, retired after 31 years as City Manager on June 30, 2013, 14 days ago. Like many cooperative city officials before him he moves to Harvard University to help them raise more money. 

Deval Patrick is a graduate of Milton Academy, Harvard College, and Harvard Law School. His meteoric career can only be imagined by ordinary humans.  In July 2013 Patrick took credit for reforming the welfare system. He opposed and stalled efforts by the Boston Herald and State Rep. Shaunna O'Connell (R-Taunton) to get public records to document widespread  fraud and waste in that agency. Patrick officials charged O'Connell $800 to get the public records. He said the abuses were anecdotes. He learned the language of obfuscation well at Harvard University. Is Harvard a training school for bureaucrats who use government mechanisms to steal taxpayer funds? 

When he was unable to stop the demand for reform in this moribund economy he said it was his administration who did it. He said his record speaks for itself when asked by Sharman Sarchetti of Fox News Boston, Channel 25 TV News. That is like the former US Attorney in Boston, Donald Stern, who appeared on the local PBS liberal propaganda show boasting how he exposed the FBI informant abuses in Boston.

to the defense attorney himself disagree with that interpretation. Anthony Cardinale was a defense attorney in the US District Court with Judge Mark Wolf sitting. Cardinale made a motion to compel the FBI to release the names of FBI informants in order to explain why they needed a roving bug (listening device with no fixed location). The FBI said they did not know where the next meeting of the local Italian American crime family meeting was going to be held. 

When Cardinale's motion was granted by Wolf in December 1995, the FBI admitted that James Bulger was an informant and he knew where the meeting was going to be held. That began exposing  the previous 20 years of homicides, up to 60 admitted or charged so far, police and political corruption in the state by the Bulger crime family. Bulger's handler gave Bulger notice of an impending indictment. Bulger became a fugitive for 16 years, being captured in Santa Monica CA living near the beach. He is now on trial for 19 homicides in  US Court in Boston.

One FBI agent, Bulger's handler, John Connolly, high school friend of James Bulger and his family,  was convicted of homicide. Another special agent, H. Paul Rico, died in prison awaiting a trial for homicide. No other FBI agents or police officers or elected or appointed officials, were held accountable for their extreme abuses of power, including the use of the FBI for ethnic cleansing of the crime families in Boston. Diversity does not apply so much to the FBI. The FBI agents who framed four white men for murder have never been charged, even after the men and the families of Joe Salvati, Peter Limone, Louis Greco, and Henry Tameleo,  were awarded $101 million plus attorneys fees, in damages, which the US taxpayer covered. 

This indicates the level of morality of Massachusetts government and its voters. Their priorities are clear from who the government and local criminals target for harassment. They do not harass drug dealers, for fear of being injured. They simply tell limited information useful idiot civilians, who believe that all white men are racists, "He's a retired drug dealer." and "He's a racist." in order to stir up racial animosity and police animosity toward a law abiding citizen who these sociopaths say is mentally ill, disabled. To get support for this criminal misadventure, from man-hating feminists who believe all men are rapists,  they say, "He's a rapist." and "He bothers women." and "He's a sex offender." 

They never target real sex offenders, even ones who were convicted. See Jaycee Lee Dugard's heart wrenching tale, A Stolen Life. A convicted sex offender who was not under surveillance as the 70-year-old white male in Cambridge is 24/7/365. He and his wife, kidnapped 11-year-old Dugard and held her for 18 years. His parole officer visited his home 60 times during the period she was held in his backyard. They did not find her or look for her. It shows how relaxed government officials are when doing their mandated chores. But easily find time to abuse their power harassing law abiding citizens.

Cambridge City Manager Is Very Well Paid

Property tax exemptions for universities and other not for profit corporations do not extend to for profit uses. There are abuses but in Cambridge the outgoing City Manager "negotiated " agreements with Harvard and MIT for PILOTs which last for up to 50 years. In addition if the City petitions for eliminating the tax exemption, the agreements are void. The City Manager negotiated away rights of the city to petition the state legislature. Like much of what Cambridge City government does it is of questionable legality.

Cable TV Nazi: No Broadcast For You

Marjorie Decker revealed the hypocrisy and shamelessness of politicians, saying, "as part of the council’s policy, roundtables are not televised — and changing that would prevent a “frank and open” conversation." ("Roundtable should have been televised," Editorial, Cambridge Chronicle, Apr 01, 2013) It's not her first admission that she says one thing when the TV cameras are rolling, and another when they are not. 

It's a timeless problem with politicians. They are captured on video saying one thing and doing another, while exhibiting no shame for their dissembling speech. It takes a special kind of person to be a politician. Judges do not allow parties to speak freely during trial proceedings. Lawyers must speak for them. Lawyers are permitted to say things that ordinary people would consider lies. But in the courts it is called "puffing." Elected officials call it being frank or not being able to be. 

The editors' arguments fall on deaf ears. The Council and the City Manager act without concern for public opinion. The Manager needs and had support for 31 years, of five Councilors to maintain his position and his freedom to act without interference.  

Two cable TV providers ago there was a requirement to make city buildings cable TV ready so meetings could be broadcast live. The City always had the ability to record the meetings for later broadcast, but seldom does. The Senior Center and the new City Hall Annex with all of its LEED certifications are still not cable TV ready. The Manager did not enforce the agreement because he opposed public scrutiny. Politicians lament having to answer to anyone when they want to do a favor for a contributor or a relative. The Councilors (5 or more) support the Manager. That is why this meeting and many others, e.g., Planning Board, Zoning Board of Appeals are not televised. How many non Cambridge hours of TV are on the city cable TV station? Much of it is tapes from elsewhere also broadcast on CCTV.  

Cambridge has six cable TV stations (most cities have one). One more example of waste of taxpayer funds with the acquiescence of the City Council.  Noam Chomsky calls the process, "Keeping the herd bewildered."

City Manager and Cambridge City Council Agree: "It's Not My Job."

[An edited version of this letter was published in the Cambridge Chronicle print edition on Thursday, October 25, 2012, page A12.]

Congratulations to Erin Baldassari for excellent reporting. (Quotes are from three recent articles in the Cambridge Chronicle by Erin Baldassari, September 26, 2012; October 15, 16, 2012) "City Manager Bob Healy said the CRA operates an independent body, separate from both the city and state governments." "Four of the members are appointed by the City Manager and the fifth member is appointed by the state." but Healy accepts no responsibility for the major theft of taxpayer money. Was his appointees responsible for the lack of due diligence? 
Here is a classic pattern of official misconduct. The primary human motive as Lenny Bruce said is to protect one's job. When wrongdoing is exposed it is essential to avoid accountability. "It's not my job." is the refrain. Reacting to the revelation of the suspicious self-awarded salary package the Manager appointed former Councilor Kathy Born, former City Clerk Margaret Drury and Susan Glazer from the Community Development Department of the City. If the Manager has no responsibility why is he appointing new members to clean up the mess? Why was this board functioning without appropriate members? The Manager refused to appoint members to the Police Review Board and eventually cost the city $12 million dollars for a retaliation violation. 
It appears as if these agencies are created to facilitate theft of funds with no foresight to protect taxpayer money, and to avoid accountability for the actions of the employees. It allows unscrupulous appointees to steal openly because no one is looking. Each week at City Council meetings the City Manager submits his agenda with references to scores of accounts where he transfers money into and out of, with names that boggle the mind. Just as the City Councilors are unable to comprehend the city budget they are clueless about what all of these accounts mean and where the money comes from or goes to. 
When the City had to pay $12 million damages for a retaliation lawsuit the Manager miraculously made the money appear from a special account. How much more money is hidden in accounts known only to the Manager? 

Another area of perplexing activity and perhaps waste of taxpayer funds is the law firm Foley Hoag LLC "which counsels the CRA." They are paid to provide legal advice. What advice do they provide? It does not appear that the law firm was aware of what the board was doing.  The City Council and the City Manager are experts at spending other people's money. They are equally adept at avoiding accountability. "It is not my job. And if it is our job, we hire consultants so that it will not be our decision if it goes wrong." Did the Manager hire a search firm to find these appointees to the CRA?  

“'It’s one of those rare occasions when the strategic plan from 30 years ago actually worked,' said Travis McCready, president of the Kendall Square Business Association, which the CRA helped found in 2008. 'This was all part of the plan'" McReady appeared in Cambridge working for Harvard's PR department for Paul Grogan. McReady followed Grogan to the Boston Foundation. Now his fact spinning abilities are used to divert attention from abuse(?),  fraud(?), and waste of taxpayer funds. 

"McCready [. . .] said it shouldn’t be forgotten that 'everyone benefited' from the success of Tulimieri’s work." Some benefitted more than others. Where's my share? Unequal opportunities anyone? McReady added, "the reason this problem persisted as long as it did was because there was a community benefit to having an organization that could just get it done.” Always in the name of good, evil is justified. That's what they teach you in PR school? 

“I served on the council with [five] of the councilors who voted for this, I know that they knew there wasn’t a functioning CRA,” Born said (Sept. 26, 2012, Chronicle) "Councilor Ken Reeves, who has served on the council for 23 years, said it was not complacency from the council that led to the eventual disbanding of the board" Oh? It was not our job! Reeves added, "I don’t think it arose to some level of negligence on the council because we don’t appoint the members." Appointing the members gives rise to responsibility? Then it is the Manager's fault? Like Obama and Biden did not know the Libyan Ambassador Chris Stevens asked for more security before he was killed, the Manager didn't know anything either.

Cambridge Council Will Hire Consultant To Do Their Job

"An outside firm will be hired to expedite the process of selecting a new city manager [said Councilor] David P. Maher" (a loyal member of the Spending Other People's Money Society), who clearly believes he is not capable of "appointing" a city manger as authorized by Mass General Laws Chapter 43, Section 103. Crimson says, "The process of selecting a new city manager is a task that none of the current city councillors have taken on before." Not having experience with a task was no reason to avoid electing a President. So what is the problem with the Council selecting a Manager? "'The most important thing is to have a good process.' [Mayor Henrietta] Davis said." Is that more important than finding a manager with skills and allegiance to the rule of law? Really? "Maher said that it actually seems unlikely that the city will complete the selection process by [. . .] June 30, 2013." Eleven months is not enough time? Hello? What is Maher thinking? Is it that hard to find a manager who will go along to get along with Harvard and five councilors?

Cambridge City Council Begins Search for New Leader

Councillor Craig A. Kelley said "the end of Healy’s tenure [i]s a chance to change the city." In The Dictator's Handbook, about dictatorships like Cambridge, the authors observe that the end of the tenure of one leader and the beginning of the tenure of a new leader is the most opportune time to bring about change. Whether that applies to Cambridge, as a city is another matter. Government makes rules. It does not control the population. Councilor Simmons "said that she would like to hire an independent search bureau to conduct a preliminary search for candidates." That's what the Cambridge City Council does best. They spend other people's money hiring others to do what they were elected to do. They proudly admit that they are incapable of doing anything more than talk nonsense and spend money. Cambridge City Councilors are typical politicians in this country in the 21st Century. Inept, lacking common sense and integrity, spineless, with relaxed rectitude. These councilors with their transferable skills could be elected anywhere for any elected position in the country!

Will City Comply With Order To Release Records?

[This letter was published in the print edition of the Cambridge Chronicle on May 24, 2012, page 10.]


Congratulations to the editor of the Chronicle for persistence to get these documents. It is not clear that the city will comply with the finding by the Supervisor of Public Records. In a previous case the Chronicle stopped after the Supervisor determined the city must reveal the questions asked of new hires about their thoughts about other employees. The city refused to release those records. If the city still refuses to comply with this determination it can be pursued in state court, where attorneys fees can be awarded. Cambridge is like the Obama administration saying they are compassionate and transparent but if you are one of the few citizens who watch what the councilors and the manager (and the President) do it is clear they are a lawless bunch of self serving politicians with no concern for ordinary citizens.

Cambridge City Manager Runs City, with Support of 5 Councilors

[This letter was published in the March 29, 2012 print edition and online edition of the Cambridge Chronicle.]

Mr. Jaquith expresses a rational observation regarding use of city land. But he fails to mention that the City Councilors who voted to allow the destruction of the land "oasis" are spineless. They are unable or unwilling to stand up to the City Manager, Mr. Healy, now in his 30th year running the city government. Most people believe that Cambridge is a democratically run city. Some recognize that it is a dictatorship by Mr. Healy. A recent book is Dictator's Handbook, 2011, by Bruce Bueno De Mesquita and Alastair Smith. The authors say, "leaders remain leaders by always attending to the interests of whatever coalition is necessary to keep them in office. Whether that coalition consists of 5 generals, 50 tribal leaders, or 50 million voters." In Cambridge the City Manager needed five councilors to remain in power. For 30 years he always had that support. What did he exchange for their support? Getting re-elected? Funding for their special interests so that they got re-elected? Who knows what if anything was exchanged. It could be worse than Healy's salary of $325,000. In Bell CA a city of 36,000, Robert Rizzo, the City Manager's salary when he resigned was $787,000. He retired to a pension estimated at $650,000.

Misguided Editorial On Cambridge MA Government

Crimson editors say "There is no risk of despotism from an administrator accountable to the City Council," indicating complete ignorance of Cambridge City Councilors. US Congressmen are normally spineless. The City Council is more like a school of cuttlefish. No one employed by the City will ever criticize the City Manager. He runs the city without opposition. Never was there a majority on the Council to oppose what the Manager wants to do. One pervasive pattern is his total obedience to the desires of Harvard. What Harvard administrators desire the Manager does. The Councilors fear him more than employees. In some years it appeared that he controlled who got elected to the Council. He is a great bureaucrat who goes along to get along and complies with most laws. Inconvenient laws are ignored by the Council and the Manager. It all depends on your perspective when evaluating the Manager's tenure. Ten years is enough for the FBI Director. Why is 30 years not too much for a City Manager? Are the opportunities for corruption less at the local level where few people are watching?

Tee hee! It is worse than that. Listen in to City Council meetings when the City Manager explains laws, ordinances, city departments and how people actually do things. The city councilors are not even very good at running their own meetings. It is ludicrous to think that these clowns are able to choose a new city manager. The odds are high that Deputy City Manager Richard Rossi, Robert Healy's right hand man, will run the city for the next 30 years. Cambridge must keep up their image of being progressive, maintaining Healy's policies. Hahaha.
