Forgot to mention that negligent training is actionable, i.e., the university can be sued for that for damages. While the Harvard University campus police fail to protect women students on campus they abuse their privileges by harassing a 70-year-old white male who they say is crazy. One black homosexual police employee or officer stalked me for more than 15 years even after my complaints to the university office of general counsel. The same officer called me a "space cadet" to my face showing his animosity toward persons he perceives as vulnerable. Moreover he is a black homosexual who claims victimhood abusing his police power attacking a vulnerable person. What a guy!

When did state courts, local police stop accepting rape complaints? Did HUPD refer the complaint to the District Attorney for Middlesex? If not is this one more example of negligent training?

I posted a comment which was deleted that HUPD may be negligently trained if they did not refer this woman's complaint to the District Attorney for Middlesex. It is one more example of poor training of these police who nonsensically claim exclusive jurisdiction on Harvard University property. "HUPD, like man, must know its limitations." The suit traces several interactions Leader said she had with University administrators regarding sexual harassment over the course of about two years. According to the suit, Leader first reported Doe’s conduct to Harvard’s Office of Sexual Assault Prevention and Response in spring 2013, and again in September 2014. On Nov. 6, 2014, the suit states, Leader met with Cabot Resident Dean Tiffanie L. Ting and claimed that Doe had sexually harassed her in Cabot dining hall and cafe, among other places. The suit alleges that Ting discouraged Leader from filing a formal complaint and said Doe could not be moved from Cabot. Ting could not be reached for comment.
“I think that the biggest takeaway from the complaint is that she recorded multiple times not only that she was sexually assaulted, but that there was retaliatory and ongoing harassment from the perpetrator and his friends,” Zalkin said. “Notwithstanding, Harvard did nothing to protect her and make her feel safe on campus, which is basically the whole purpose of Title IX.”

Leader reported Doe to the Office of Sexual and Gender-Based Dispute Resolution in February 2015, prompting a formal investigation, and updated ODR investigators on Doe’s alleged retaliatory conduct—including threatening comments and increased presence at Leader’s workplace, Cabot Cafe—according to the suit. She also reported sexual assault to the Harvard University Police Department in April.

Alyssa Leader, who left in 2015, filed a lawsuit Tuesday in federal court in Massachusetts claiming the Ivy League institution failed to act when she complained about the alleged abuser.
The lawsuit says Leader told campus officials that a male student who lived in her dorm had been sexually abusive while they dated but that Harvard refused to move him to another hall.
Leader says they failed to protect her from retaliation after she reported the abuse and one official even discouraged her from filing a formal complaint.
During a press conference on Wednesday, Leader said: 'Harvard has an institutional culture of ignoring and silencing people like me.
'My hope is that no one else will have the experience that I had,' she added. 'I hear my story over and over and over again from different people'
The lawsuit, seen by the Boston Globe, says Leader's alleged abuser got back at her by becoming threatening and irate when she resisted him.
He allegedly harassed her at her job in the dormitory cafe, and made threatening comments to her in the dining hall.
Despite her reports, she said, school officials did not issue a no-contact order and he was allowed to continue living in her dormitory.
Leader said she was also targeted by her friends, who would sit outside her job so she would have to pass by them when she left.
She said she was forced to carry pepper spray in her dormitory,
Living in constant fear, she never sat with her back to a door and blocked doors when she went in rooms on her own.
Harvard says it responds fairly to all allegations of sexual assault.
The alleged abuser was moved out of the dorm a month before Leader graduated.
She says it was too little too late.

Warren is serving a 20-year sentence for attempted murder stemming from his running over a police officer during the chase, in which he also hit a school bus and a patrol car before crashing and being ejected from his vehicle.
Under the terms of the settlement of Warren's 2009 federal suit, in which he accused five Birmingham police officers of excessive force, his attorneys will receive $100,000 for expenses and $359,000 in fees, said Michael Choy, an attorney representing the officers on behalf of the city.

"You're going to have a heart attack." That is the latest threat (August 10, 2012) from a group of sociopaths, Communist homosexual thugs from New York who conduct a relentless criminal enterprise, harassing me. They usually threaten "You're going to jail." or "They're going to kill you." or "They're going to kill these people, and you're going to jail." They disturb my sleep, threaten, ridicule, humiliate and provoke me every day. They use young women and married women as bait to try to cause disputes if not violence. They take turns with five crime families who join in the criminal abuse of one white 69-year-old, elder citizen, who so far survived 42 years of similar abuses in three states. Some of the criminal abuses by police employees occur in a building owned and operated by The President and Fellows of Harvard College, popularly known as Harvard University. Three consecutive General Counsel of the University were made aware of this criminal enterprise on their property. Yet none of them acted to curb it. Can we say they condone it? Do they manage it? Relentless attacks on an elder white male who they all say is disabled. Are they promoting Obama's notion of fairness and equality in the city on a hill with that shining light? The university city of Cambridge MA host of Harvard and MIT, the best and the brightest?

This is the reward after the FBI used the very same man when he was young to fight organized crime for 15 years and did not pay him one cent. The FBI stole his personal journals and culled all of the women he dated and mentioned in the journal. They sold copies to crime families and to local police. The women are all now married to FBI informants (cooperating witnesses) and associates of crime families. Is the FBI paid well enough for their difficult jobs destroying civilian lives? They have a difficult job working for crime families, or do they just work with them? Does that explain why the one crime family says none of this ever happened? So they can just deny any and all accomplishments, education, and work experience too of their mark?

Local police, state police and the FBI are well aware of this criminal conduct yet stand by and allow it to continue. The District Attorney and state Attorney General have higher priorities. One assistant DA told me they have too many homicides and cannot address crimes less than homicide. Taxpayer funded local, state and US agencies whose mission is to prevent harm refused repeatedly to act. One demanded of me, "Can you prove you are not mentally ill?" Are these government agencies run by crime families or what? Relentless character assassination and rewriting history is an additional element. Members of officially sanctioned victim groups usually lead the harassment, i.e, homosexuals, black Americans and women. White men are colonialist oppressors and all white men are guilty as charged, don't you know? Collective punishment has taken control of the justice system. One more element of Obama's transforming America? All that is needed is an accusation by a qualified victim and punishment may proceed, over and over again and again.

One crime family prominently active promotes the idea that the designated target, moi, was never here, or there before. All history is negated. After isolating me, they repeat the accusations and initiate punishment. Is that convenient? Almost as if the Boston FBI itself created the scenario. Went to New York City last Wednesday. Harvard University campus cops went along making certain the surveillance was complete. A young woman jumped into the seat next to me with her iPod and iPad acting friendly. Was this a test? In the City more attempts using women for more tests. Are these police depraved or what? Not as if there are no criminals known to the cops. But these academic fools continue to harass me try to create an excuse to arrest me. Previously they just made it up. Why the reluctance now?

This trip made use of another fine upstanding police force in NYC, the Port Authority police who scrutinized me and looked at me as if I was going to attack them. You might think these charming unaccountable police have no problems where they have jurisdiction. No homeless people, no theft of tourists, no violent crime, no weirdos. But they target me as the Harvard campus cops do in Cambridge. It is unending excitement each day whenever I dare to venture out of my residence. What cops will try to do what to me today? Never a dull moment, not even when sleeping. Will there be drugs in my food? How long beyond an hour will they let me sleep? Then those darling bookies from Cambridge and Somerville, who delight in this ongoing harassment and character assassination, come along and tell me, "You're not important any more." Huh?

One day after I sent an alert to city officials and local residents about misguided policies in the schools two charming black criminal police employees appeared in an adjacent apartment which is currently unoccupied. It is used solely for surveillance and harassment. One black woman and her black male associate conducted a brutal campaign for two days attacking me because they did not like what I wrote. Intimidating a person in the free exercise of a constitutionally guaranteed right is a state felony. A daily occurrence, usually five each day. But in Cambridge and at Harvard laws are optional. Inconvenient laws may be ignored at the discretion of the beautiful people. In Cambridge and at Harvard there are a lot of beautiful people. Members of victim groups are all beautiful and always right. They cannot be punished for violating the civil or constitutional rights of white men, according to the US Attorney General. So, what else is new?

Thomas More Law Center Files Lawsuit against Council on American-Islamic Relations (CAIR-MI); Allegan Officials ANN ARBOR, MI – In the middle of an event to extol the virtues of the U.S. Constitution and “American Laws For American Courts,” the audience learned first-hand how easy it is to lose their freedom of Speech and Assembly. Amid shouts of “What about free speech?” from the audience, the Allegan Police Department ordered the event shut-down. School officials notified police that they had received a letter complaining about the event from Dawud Walid, Executive Director of the Council on American-Islamic Relations (CAIR-MI). The letter asked the school to disallow the event despite an existing contract. CAIR was named as an unindicted co-conspirator in the largest terrorism funding trial in U. S. history, U.S. v. Holy Land Foundation. Scapegoat - Diversity of Police Criminals

Tuesday February 28, 2012 one day after posting comment about black racist police harassment since Christmas 2011. Without missing a beat police changed the ethnicity of the primary assailants from black racist homosexuals to Chinese, Chinese American Communists and Asian crime family associates. As the black racists did, these Asian racists attack a white male 69-year-old (that they say is disabled) trying to provoke him to permit an arrest or hospitalization. Here is proof that there is no difference between races. They are all capable of depravity as a group attacking over many days, weeks, years, an older white male, to retaliate for past abuses of white supremacists. Black racists exposed my position as Grand Kleagle of Cambridge. Cambridge will have to hold a new special election costing the taxpayer extra money, typical of Cambridge voters. Now Asian criminals have exposed my leadership role of the anti Chinese and Asian Society. Good thing we have a hierarchy of leaders to take charge.

The Chinese and Asian criminals use the same high tech weapons used by their black racist predecessors. They conduct the same tactics using young women as bait. Was it Albert Einstein the man who flunked math, who observed that doing the same thing over and over again and expecting a different outcome is the definition of insanity? Does this principle apply to these criminal police employees? What is their obsession with me after 42 years of FBI, police, crime family, and Communist abuses in mostly three states? Are these brave young men and women who target me in my superior powerful position after 42 years of character assassination? With my thousands of soldiers to fight back against the police power of Massachusetts crime families and their police, FBI, public officials and university associates, no wonder they fear me. It is why they deploy hundreds of their employees each day to harass me, to ridicule me, to humiliate me, to provoke me and to threaten me. They repeated two days ago an old threat, "They (landlord Harvard) are going to throw you out of here."

Massachusetts state law prohibits possession of electrical weapons used to alarm, to harm, to inflict pain, and to kill. It is a felony. The penalties were increased after my bill submitted to the state legislature in 2001. My bill was tossed. But within two years someone else passed an amendment which increased penalties. But that does not stop Harvard and Cambridge police who protect their use. Local police and campus police pretend they do not know what they are. In that case they are negligently trained. Police say people who complain about their use are mentally ill. That allows police and their criminal informants to use these illegal firearms to harass, to inflict pain, to harass, and to try to kill their targets like a 69-year-old white male that they say has a disability. Everyone in Cambridge knows that all white males are criminals. That is why homosexuals, women and black people attack them, unless they submit. That is what Islam means "to submit to God." And that is what these three special interest groups believe they are. White men must be eliminated from the gene pools, now.

The US Code prohibits exposing humans to radiation. That is what electrical weapons emit, electromagnetic radiation. The penalties under US law are $2 million fines and prison for each exposure. But again like the state statutes, laws are optional in Massachusetts. Only the little people must obey them. Harvard and government officials (is there a difference?) may or may not obey them. If the laws are inconvenient as the homicide laws were for the Boston FBI for 20 years they may be ignored at the discretion of the investigating officer or agent.

The abuse at my residence is coordinated by a high ranking Harvard administrator. I know this because I've been complaining to the General Counsel's office at Harvard since before Margaret Marshal was General Counsel. Then to Anne Taylor and recently to Robert Iuliano. They ignore my complaints, obviously because they know who is behind them. Initially it was an illegal experiment using humans subjects. If this was exposed formally Harvard would lose hundreds of millions in US taxpayer grants over many years. But again see above about law enforcement in Cambridge. On Thursday February 23, 2012 Harvard announced (see Harvard Crimson article, link below) via Mr. Iuliano that they would submit a brief in support of continuing to allow the university to employ Affirmative Action programs to legally discriminate against white people.

That explains why Harvard will not enforce any laws against black people when the victim is white. That would admit that all people were entitled to protection under the laws equally. That is not allowed at Harvard, where race based law enforcement is the rule.

There everyone is put in jail not just white people. Harvard will continue to discriminate against white males not only in admissions, but also in how they address criminal abuses on their property.

This is all simply explained in historical context. For 15 years the FBI used me to fight organized crime with no compensation. Then they abandoned me and encouraged the same crime families to retaliate for the next 25 years. That is ongoing now with the assistance of Harvard campus police. One FBI agent said to me in or about 2002, "What have you done for us lately?" Another said, "He'll come around." The FBI knows what goes on and explained, "We are not in the protection business." Huh? Is this because the crime families run the FBI? Or because the FBI runs the crime families? Character assassination increases every day when I post comments about what they do. The reason the FBI did not pay me as they did others e.g., hitmen in Boston and New York, is that I did not kill anyone. They do not fear me. Sammy Gravano admitted killing 19 people. John Martarano confessed in court to killing 20 people in Boston. He served about 7 months for each murder. When he was released from prison the US Attorney made sure he got $20,000 to start his new life. Gravano got a new identity, home and money. In Arizona he started a drug cartel for him and his son. I just wanted to go to law school and the FBI destroyed my life using informants and crime families. From 1973 to 1979 the FBI's profile of me was a black, homosexual, Jew from New York. In 1979 it changed to being a white supremacist, racist, homosexual, Italian Communist. I cannot explain it. Ask the FBI. What has not changed is allowing local police and crime families to harass me and to provoke me trying to have me arrested as they did in 1990.

Police priorities changed since they were innocent officials who tried to help people. Now their mission is to control people and to make money. Government mechanisms are used by criminals to steal taxpayer money. They change laws when necessary and exploit loopholes they create to steal not millions but billions and trillions at a time (see e.g., repeal of the Glass-Steagall Act). Obama administration does not even try to hide what they do. They know there is no law enforcement apparatus that can hold them accountable. Obama openly states that he will ignore Congress and do what he wants to do no matter what the constitution says.

Local police and the FBI make agreements with public officials. We do not scrutinize each other. You have your area of earning, and we have ours. If a public official or a private person wants someone arrested they pay for the service. There are all kinds of specialists today. In 1990 local police provided deluxe arrest services for me. It paid for local criminals working for police to conduct constant harassment disturbing my sleep every day and provoking violence. It included paying seven assigned defense lawyers to not put on a defense. It arranged for judges who threatened me if I testified they would stop the trial and call psychiatrists to have me put in a hospital. It paid to have the arrest kept on the public police files for 22 years instead of it being deleted after a year, as per the agreement at a third trial when I represented myself because the judge refused to appoint another attorney. There were extra services as well. Watch for future article about more details of the arrest.

Few citizens are aware of how abusive the police and the courts are. "Most men lead lives of quiet desperation." (Henry David Thoreau) Others fear speaking or doing anything to attract attention. Still others just want to get in on the action.

Journalists continue to publish negative bias against persons with disabilities. The latest event describes a gunman shooting to death a person with a disability. Police deny to persons with disabilities protection from crime and harassment. Psychiatrists abuse their power ignoring laws protecting persons with disabilities. When the power mongers get the reaction they sought they demonize the victim of their abuses. How many more persons with disabilities will be murdered and their killers applauded by the depraved society in which they live? Mass General Hospital is getting to be as high a crime area as courthouses and city halls.
If the patient confronted the gunman and ordered him to drop it, and when he refused the patient stabbed the gunman to death would he be cheered? What gives this gunman the right to give orders? Is vigilantism now legal in this lawless one-party state? Was the shooter a liberal Democrat?

Gunman shoots dead a person with a disability. Reacting to long term psychiatric abuses the victim refused to take it any more. The abused civilian returned the long term violence which the psychiatrist unleashed on him in the name of treatment. Forced psychiatric drugs made the victim violent causing the victim to strike out at his abusers. Lucky for the abusers a cop wannabe was nearby with his licensed deadly weapon. When the person with a disability failed to obey the cop wannabe the gunman shot him dead and was cheered by the blood-thirsty police, psychiatrists, journalists and citizens who love to hate persons with disabilities.
