On Dec. 22, the FBI forwarded its report to the Kennedy administration. It referenced an incident in which McGovern had "reportedly" fathered what the bureau termed an "illegitimate child." But a separate memo, one that stayed within the FBI, was more definitive about McGovern's paternity.
It was information that, more than a decade later, would eventually find its way into the hands of McGovern's political enemies.

Let’s pick up the story from Baltimore Jewish Life:

“One 24-year-old African American female followed him and sucker punched him on the side of his head, swelling his lip and breaking his glasses. She continued to throw punches as Dr. Einbinder tried to swat her away.”
"I thought this was a 15-year old boy. She was half my size and just didn't appear to be a female. I kept asking her why she was doing this to me; I said, 'I didn't anything to you'! She spat on me and according to one witness, she said, "C'mon, fight me Jew.”
“The attacker originally told police that the doctor began the altercation but when witnesses contradicted her story she admitted to the police that she was "just having a bad day."
“He is also upset at the way the laws are written in that the officers on the scene were unable to arrest her even with the tens of witnesses to this attack on hand. Apparently an attack of this sort is considered a 2nd Degree Assault and unless witnessed by a Police Officer, and/or unless any type of weapon is used an arrest cannot be made.”

Last summer there was so much crime, so much video, so many people wondering why it was happening so often, that Governor O’Malley suggested that the new mayor might want to copy what he did to fight crime when he was mayor: Put more boots on the ground.
Not on my watch, Mayor Stephanie Rawlings-Blake told the Baltimore Sun:
"Returning to the days of mass arrests for any and every minor offense might be a good talking point but it has been proven to be a far less effective strategy for actually reducing crime.”
This came just a few months after Maryland legislator Pat McDonough called on the governor to declare downtown Baltimore a “No-Travel Zone” because of all the “black” people who were “terrorizing” the area.

The mayor did not like that advice either.
She had her own plan and it was working just fine: Just stop arresting people. When O’Malley was mayor, the city collared 100,000 miscreants a year. Last year, they nabbed 50,000.
This allows the Mayor to brag to anyone willing to listen that violent crime in Baltimore is down -- 45 percent since the year 2000.

When some readers observed that crime and violence in Baltimore was a black thing, others lashed out, demanding they stop “demonizing black people.”

And lots of letters from people who live in Baltimore pleading for someone to tell the truth about the constant violence in that once charming city.
“Growing up in Baltimore city can be hellish for white people,” said one of many correspondents. “Anyone who isn’t black is a target.”

So in Baltimore, police will not arrest black criminals. Juries will not convict them. And all over the country, more and more district attorneys are talking about an epidemic of witness tampering that also makes convictions problematic.
Toss in stitches for snitches, and that is the fourth reason why the black crime rate is artificially low.

And often very brutal, she said. That is what her award-winning drama is about. But it is often not reported because black people don’t want to air their racial business in front of white people.

Earlier this year, Chicago Magazine did a two-part story on how the police department deflates crime numbers.
So much so that the web site DNA Info reported that a Chicago police captain recently told a community group that he would not even talk about crime statistics: “You'll notice I didn't bring up stats," said Police Cmdr. Elias Voulgaris. "No one believes the stats.”

Down in New Orleans, crime stats were so ridiculously low that state and a city inspectors did an audit. Here’s the money quote from the WWLTV news:
"For the second time in three days, a watchdog agency is questioning the New Orleans Police Department's crime statistics. A report released Wednesday by the city's inspector general shows that some crimes aren't being classified as crimes at all.

Translation: When you ask, white people and black people report using cocaine in about the same amount. But when you test, black people are six times more likely to use cocaine. And lie about it.

Maine Sheriff Pays Ransom To Gain Access to Hacked Police Computers

The Portland station said the Lincoln County Sheriff’s Office and four towns paid $300 to the hackers after a virus, called a “megacode,” was downloaded on a computer system they share. Lincoln County Sheriff Todd Bracket said that the computer system was unusable until the fee was paid, and that the hackers claimed the program, called “ransomware,” would wipe the entire computer system clean if the fee wasn’t paid.
The creator of the virus gave the sheriff’s office a code to unlock the computer system after the money was received. The county paid in bitcoins, an online currency.
“We needed our programs to get back online,” said Damariscotta Police Chief Ron Young. “That was a choice we all discussed and took to get back online to get our information.”
Brackett told WCSH that the FBI tracked the payment to a Swiss bank account, but no further.
The Houlton Police Department told the station that it was hit with a similar virus early this week and its computer system was locked up until ransom was paid.
Last summer, the FBI, foreign governments and private security firms dismantled an operation, based in Russia, that commandeered as many as a million computers and drew money out of bank accounts, The Washington Post reported. The operation also included a ransomware scheme and officials said they had identified the 30-year-old Russian behind the operation but had not apprehended him.

The Department of Homeland Security is poised to ditch all records from a controversial network monitoring system called Einstein that are at least three years old, but not for security reasons.
DHS reasons the files -- which include data about traffic to government websites, agency network intrusions and general vulnerabilities -- have no research significance.
But some security experts say, to the contrary, DHS would be deleting a treasure chest of historical threat data. And privacy experts, who wish the metadata wasn’t collected at all, say destroying it could eliminate evidence that the governmentwide surveillance system does not perform as intended.

Because fingerprints are submitted at the time of arrest, the FBI database includes many people who ultimately were never charged with a crime or were found not guilty. In New York City, for example, 40% of people arrested eventually have their cases dismissed. But those people were already added to the FBI database, and there is no evidence that the FBI deletes the records of people who were never convicted.

Bulger denies he is/was an informant. Government introduces 300 page file about his being an informant. The files show as reported in four or five books about this case that the FBI handler would file fake reports about crime.  Bulger would accuse his enemies of murders which he committed. He would deny that his allies committed any crimes. The FBI agent, now in Florida prison convicted of homicide,  would write reports repeating what Bulger told him. Now the government uses the same reports to establish that he was an informant.  How reliable are these files? And what about other files of the FBI and police agencies. Was it only one FBI agent who had the idea to write fake reports? AH-Hem!

experiments (MKULTRA) were about to be exposed the US Congress passed
a law permitting the destruction of the incriminating files.
Local police often enter names spelled wrong in order to thwart
retrieval. Police and the FBI are experts at hiding records that may
harm the Bureau or the department. J.Edgar Hoover used to keep some
files in his desk. When responding to requests under the FOIA they
would say no records were found in the files. Subsequent bureaucrats
have adopted this deception to thwart attempts to open government to
sunshine.

High tech police tools for fighting "child predators" is good news. George
Bernard Shaw said, "The road to hell is paved with good intentions." Toronto
police say, "as soon as we type an e-mail or name or anything else, we know
right away if another department has already launched an investigation, and we
can see their investigation." (ANGELA MONTEFINISE, "NYPD TO UNLEASH 'PREDATOR'
DRONE," New York Post, September 2, 2007, page 2) What safeguards are in this
system to prevent abuses?
How does this system identify political abuses of police powers? In Boston
ethnic cleansing, the FBI framed four men for murder. Two died in prison. Two
spent 30 years in jail. Taxpayers paid $101 million for the wrongdoing of FBI
agents who suffered no liability. Boston FBI informants killed 19 people that we
know of. The one FBI agent convicted of abusing his power regularly filed false
reports to protect his informants.
How will this system distinguish from criminal abuse of power and accurate
law enforcement purposes? This creates the potential for worse abuses. It is
effectively impossible to correct false information in government computer
files.

NYPD TO UNLEASH 'PREDATOR' DRONE

September 2, 2007 -- City cops are going high-tech to catch lowlifes.

The NYPD plans to sign a $542,000 deal with Microsoft to bring the software
company's highly touted Child Exploitation Tracking System to the city.

The CETS technology - which was launched in Toronto in 2004 but is not yet in
the United States - connects law-enforcement agencies across the world, allowing
police to share information to help nab child predators, particularly those who
prey online.

"It's a really excellent program to deal with online predators," said Detective
Constable Warren Bulmer of Toronto Police Services. "With CETS, as soon as we
type an e-mail or name or anything else, we know right away if another
department has already launched an investigation, and we can see their
investigation.

"It definitely helps us catch people. It saves hours of double work, especially
in Internet cases when there's no jurisdiction. Two detectives across the
country can be studying the same guy."

To comply with city procurement rules, the NYPD released a mandatory "request
for proposals" from other potential companies last week, but NYPD brass
considers the Microsoft system "a unique product."

"We're looking at this system to see if it can assist our detectives with child
exploitation cases," said Assistant Chief Michael Collins. "The system is being
used across the world and getting good reviews, so we want to try it."

Collins said the NYPD "would use it in a variety of these types of cases,"
including online predators.

"The CETS will allow the department to collaborate and coordinate investigations
of child exploitation with other police organizations around the world,
including police organizations in Canada and Europe, who currently use the
Microsoft CETS," according to the NYPD's request for proposals.

"The CETS will make use of existing capacity to link numerous existing NYPD
child-exploitation databases with each other and with CETS databases of other
police organizations world-wide."

The system actually analyzes data, Bulmer said, connecting "things detectives
might not notice, like similar postal codes or similar e-mail addresses" to link
cases together.

He remembered when CETS linked two seemingly different cases by connecting the
same postal code, "That's something that probably would have been missed,"
Bulmer said. "Eventually, that guy was caught, and the system is a big reason."

The CETS system is currently in Canada, Britain, Italy, Brazil, Chile and
Indonesia. There are plans to bring it to Australia, according to Bulmer, whose
department actually helped develop the software.

His former colleague in Toronto, Paul Gillespie, sent an e-mail to Microsoft
founder Bill Gates asking for help dealing with online predators, and Gates
responded by creating CETS along with law-enforcement officials.

"Eventually, this will be a worldwide thing," he said. "It's really invaluable."

So far, the software has been tested in Wyoming, and some states have expressed
interest, but the system has not been implemented in the United States,
according to Microsoft spokeswoman Katie Ford.

"We are working with U.S. law enforcement toward the possible domestic
deployment of CETS, and we are optimistic that it will happen," she said.
