A state-run hospital in Worcester granted day passes to mentally unstable criminal suspects and allowed an accused serial sex predator — under a court order to be held behind bars as a danger to the community — to leave the facility without telling the court, a top prosecutor has charged.
Essex Assistant District Attorney Kate MacDougall leveled the accusations in an affidavit unsealed yesterday asking the court to impose strict conditions on accused Danvers teen killer Philip Chism while he remains at the Worcester Recovery Center and Hospital. Chism is awaiting trial for the rape and murder of his Danvers High math teacher, Colleen Ritzer.
“The commonwealth has serious concerns regarding the safety of staff, patients and the public while the defendant is housed at the Worcester State Hospital,” MacDougall wrote.
