You Can't Handle The Truth, How About Some Misguided Policies

Since the 1960s and Lyndon Johnson’s Great Society, Washington has spent some $22trillion on 80 programsattempting to uplift the bottom rungs of American society.

The reasons for the lack of progress are many, but let me suggest one impediment that has drawn scant attention: a clear-eyed scientific analysis of the problem is off-limits lest inquiry somehow “offend” powerful political interests. Imagine if modern medicine functioned this way -- doctors would be outlawed from explaining one’s illness by criticizing personal habits or hygiene.

A perfect illustration of this stifling recently occurred when Congressman Paul Ryan (R-WI) in a town hall meeting opined that inner-city poverty might have something to do with men there not valuing the culture of work (a similar ruckus occurred in 2012 when Newt Gingrich criticized the work habits of young blacks). Ryan’s claim is certainly plausible given the mixed result of federal programs to build job skills among the poor.

The congressman then did what every public figure does when caught violating a taboo -- he tried to weasel out.

Congressman Ryan’s tribulations also convey an indisputable message to others -- avoid frankness on racial matters if being forthright can be judged offensive to anyone who owns a public soapbox. And being well-intentioned is no defense. If asked why blacks academically lag behind whites and Asians, just reaffirm the orthodoxy -- the legacy of slavery, bad teachers, dilapidated schools,  and, most of all, white racism. Hard to imagine any public figure getting into trouble for making this flimsy, unscientific argument.

$20 Trillion Spent In War On Poverty. Poverty Won

Fifty years after President Johnson started a $20 trillion taxpayer-funded war on poverty, the overall percentage of impoverished people in the U.S. has declined only slightly and the poor have lost ground under President Obama.
Aides said Mr. Obama doesn’t plan to commemorate the anniversary Wednesday of Johnson’s speech in 1964, which gave rise to Medicaid, Head Start and a broad range of other federal anti-poverty programs

President Obama’s anti-poverty efforts “are basically to give more people more free stuff,” said Robert Rector, a specialist on welfare and poverty at the conservative Heritage Foundation.
“That’s exactly the opposite of what Johnson said,” Mr. Rector said. “Johnson’s goal was to make people prosperous and self-sufficient.”

Mr. Rector said the war on poverty has been a failure when measured by the overall amount of money spent and poverty rates that haven’t changed significantly since Johnson gave his speech.
"We’ve spent $20.7 trillion on means-tested aid since that time, and the poverty rate is pretty much exactly where it was in the mid-1960s,” he said.

other factors have contributed to persistent poverty, including a tripling in the number of households led by single parents.
Mr. Rector said too many government anti-poverty programs still discourage marriage, factoring into statistics that show more than four in 10 children are born to unmarried parents.
“When the war on poverty started, about 6 percent of children were born outside of marriage,” he said. “Today that’s 42 percent — catastrophe.”

Just in case some of you young whippersnappers (& some older ones) didn't know this.
It's easy to check out, if you don't believe it. Be sure and show it to your family
and friends. They need a little history lesson on what's what and it doesn't matter
whether you are Democrat or Republican. Facts are Facts.
Social Security Cards up until the 1980s expressly stated the number and
card were not to be used for identification purposes.

Since nearly everyone in the United States
now has a number, it became convenient to use it anyway
and the
NOT FOR IDENTIFICATION,
was removed.

Our Social Security

Franklin Roosevelt, a Democrat, introduced the Social
Security (FICA) Program. He promised:

1.) That participation in the Program would be
Completely voluntary,

No longer Voluntary

2.) That the participants would only have to pay
1% of the first $1,400 of their annual
Incomes into the Program

Now 7.65% on the first $90,000

3.) That the money the participants elected to put
into the Program would be deductible from
their income for tax purposes each year,

No longer tax deductible

4.) That the money the participants put into the
independent 'Trust Fund' rather than into the
general operating fund, and therefore,
would only be used to fund the Social Security
Retirement Program, and no other
Government program, and,

Under Johnson the money was moved to
The General Fund and Spent

5.) That the annuity payments to the retirees would never be taxed
as income.

Under Clinton & Gore
Up to 85% of your Social Security can be Taxed

Since many of us have paid into FICA for years and are
now receiving a Social Security check every month --
and then finding that we are getting taxed on 85% of
the money we paid to the Federal government to 'put away' --

If I recall correctly, 1958 is the first year that Congress, not President Eisenhower, voted to remove funds from Social Security and put it into the General Fund for Congress to spend.

From what I understand, Congress' logic at that time was that there was so much money in Social Security Fund that it would never run out / be used up for the purpose it was intended / set aside for.
