Relaxed Rectitude and Spineless Preferred

Eagan focuses on one aspect of incompetence. But the ruling establishment prefers a certain kind of executive. In Roger Morris's book, "Partners in Power," he reveals that weak persons with relaxed rectitude are the preferred kind of executive. The willingness to go along to get along (Tip O'Neil?) is helpful. Amorello and Swift fit the pattern. This allows the ruling class to maintain its exploitation of taxpayer funds for their own benefit. Politicians who focus on getting re-elected are puppets for the ruling class.
