Woman Pushed Into Subway Train

A drunk man pushed a woman in front of train for no reason. He was arrested and placed into a mental hospital. Why are there no cries for a new law named after this woman? One man pushed a woman (Kendra Webdale, 2006) and that one case was used to create a new law that can be used against all people. What is the reasoning behind this irrational public policy?
