"a [$600,000] feasibility analysis and preliminary design of potential uses [. . .] before conducting architectural design development. [Then] $4 million" for changes of the Kiosk, the point, etc. Sounds almost like an amendment to a US Congressional appropriation. Who said Wall Street is where the money is? Is this another undercover Republican consulting scam diverting taxpayer money from vulnerable persons and not for profit good intentions? Gasp!
