Presented as a benefit to the patient, consider if the government begins forced implants which can be found to stop offensive behavior like criticizing the government. What is to stop this invasion of the person (in the name of good) now that it is permitted as a benefit to the person. Why not brain transplants as punishment? Stalin and Hitler would have loved to have this ability.
