The Social Security Administration and other government programs send money to dead people, issue fake social security numbers to illegal aliens. The US Treasury Department joins the Social Security Administration scrutinizing recipients of SSI who purchase US Savings Bonds to make sure that they do not have resources greater than $2,000. That is the maximum amount that they are allowed to accumulate without being punished.

"Comptroller John Liu said yesterday that his office has identified 14 instances where pension checks totaling $459,970 continued to be cashed for at least a year after the person supposed to receive them had died.
Liu identified another 171 cases totaling nearly $2 million where the checks were cashed for one to four months after death. Those are also being scrutinized, with authorities trying to determine if they're dealing with crimes or carelessness."
