Public Policy Makers In US Unable to Comprehend 1965 Moynihan Report

Fifty Years ago in his essay A Family Policy for the Nation, Daniel Patrick Moynihan added to what he had already warned of in his report The Negro Family: The Case for National Action by stating that “there is one unmistakable lesson in American history: a community that allows a large number of young men to grow up in broken families, dominated by women, never acquiring any stable relationship to male authority, never acquiring any set of rational expectation about the future -- that community asks for and gets chaos.”

Fifty years later Moynihan’s warnings have proven correct in that black males fare worse than their female counterparts in areas that include lower levels of educational achievement and higher levels of behavioral problems. Although the rate of black males ages 25 and over who have graduated high school and obtained a bachelor’s degree has steadily increased, black males still lag far behind their white counterparts and black females on all levels of educational attainment. Low levels of college entrance and graduation rates contribute to low income as adults, and result in many black, college educated women either having to marry down or not marry at all. The same goes for high levels of behavioral problems which contribute to high rates of suspension, detention, arrest, conviction, and incarceration.

Neuroscience Sexier Than Moynihan Report of 1965, John DiIulio




"Judge Gertner emphasized the importance of objective neuroscience." What evidence establishes a causal connection between neuroscience and crime? In 1965 Daniel Patrick Moynihan published his report about youth from single parent homes. In 1995 John Di'Iulio described a large group of 7- to 10-year-old boys who were "fatherless, Godless, and jobless." Scholars and academics refuse to address this known source of violence and crime. Neuroscience is interesting. How does it prevent crime? Robert T. Kinscherff [. . .] said there is a need [to understand] conditions that lead to youth delinquency. [and government] should be 'smart on crime.'” He cites the Justice Dept, which has little jurisdiction over violent crimes, mostly a state matter. Senator Moynihan and Prof. Di'lulio provide material for "conditions" leading to "delinquency." Gertner said, “You can actually look at the [neurological] differences," You can also see the differences in young men from one and two parent homes.

Fifty years ago this month, Moynihan, then a 37-year-old social scientist working in the Labor Department, wrote a report, "The Negro Family: The Case for National Action," that was leaked in July. The crisis he discerned was that 23.6 percent of African American births were to unmarried women. Among the "tangle" of pathologies he associated with the absence of fathers was a continually renewed cohort of inadequately socialized adolescent males. This meant dangerous neighborhoods and schools where disciplining displaced teaching. He would later write: "A community that allows a large number of young men to grow up in broken families, dominated by women, never acquiring any stable relationship to male authority . . . that community asks for and gets chaos."
Academic sensitivity enforcers and race-mongers denounced him as a racist who was "blaming the victim." Today, 72 percent of African American children are born to single women, 48 percent of first births of all races and ethnicities are to unmarried women, and more than 3 million mothers under 30 are not living with the fathers of their children.
In 1966, Sargent Shriver, head of President Lyndon B. Johnson's "War on Poverty," was asked how long it would take to win the war. He replied, "About 10 years." The conventional wisdom was John F. Kennedy's cheerful expectation that a rising economic tide would lift all boats. America now knows that bad family structure defeats good economic numbers.

No Need To Reinvent The Wheel




In 1965 New York Senator Daniel Patrick Moynihan issued his study of the black American family. His observations remain accurate and the situation has only gotten worse. Rev. Rivers and Police Commissioner Evans are correct. Why has there been little effort to implement the findings of Sen. Moynihan? John DiIulio, political scientist reported findings similar to Moynihan. Yet the problems remain. It seems as if the lack of will among political leaders is an unresponsive bureaucracy.

the irrepressible Rev. Eugene Rivers stepped up. “One of the things that came out of today’s meeting is the recognition that not everything that happens in our community is a policing issue. We need to be intercepting young people as early as 6, 7, 8, 9, 10 years old. That’s not a policing issue.
“When a 14-year-old kid,” Rivers continued, “has a 40-member gang and hasn’t shot anybody yet, technically that’s not a law enforcement issue … we gotta intercept that child where grandma is 35, mom is 15, and Junebug is 3. That’s not a public safety issue. That’s not a policing issue.”

In the most famous passage of the 1965 report, Moynihan, who would later become a Democratic U.S. senator, wrote, “From the wild Irish slums of the 19th-century Eastern seaboard, to the riot-torn suburbs of Los Angeles, there is one unmistakable lesson in American history: A community that allows large numbers of young men to grow up in broken families, dominated by women, never acquiring any stable relationship to male authority, never acquiring any set of rational expectations about the future — that community asks for and gets chaos. Crime, violence, unrest, disorder are not only to be expected, they are very near to inevitable.”
When he wrote these words, the illegitimacy rate among African-Americans was 25 percent while illegitimacy nationwide, stood at 7.7 percent. In the mid-1960s thanks largely to Great Society welfare policies, the out-of-wedlock birth rate began to climb rapidly. Today the out-of-wedlock rate for blacks is over 72 percent with even higher rates in inner cities. Illegitimacy among Hispanics is now over 50 percent, and for whites it has risen from the 3 percent in 1960 to 36 percent today.
Moynihan’s words were prophetic. As family structure virtually disintegrated, Baltimore’s core has become a center of poverty and violence. Recent unchecked rioting in Baltimore has been followed by a crime spree with 32 people shot and nine killed just over the Memorial Day weekend.

That pathology is clearly linked to children growing up without fathers. The data is clear that children born to teenage single women are more likely to live in poverty, to fail in school, to become involved in drugs and crime, and to end up in prison. According to the National Fatherhood Initiative, 60 percent of rapists, 72 percent of adolescent murderers, and 70 percent of long-term prison inmates are men who grew up in fatherless homes. Yet this “politically incorrect” evidence is virtually ignored by policymakers

If future generations are to be saved, community leaders and character-forming institutions — churches, synagogues and charities — must take a strong public stand in support of marriage and restoring the two-parent family.

It's been frustrating not merely because government regulations and mandates have made me into a secretary filling out a myriad of online forms. It's been disheartening not only because leftist propaganda surrounds me and I am but one small voice in the academic desert trying to teach true American core values.
No, it's been a sad and sometimes heartbreaking semester because many college students' assorted troubles are related to the fact that they are bereft of wholesome father figures. The combination of resentment, hurt, anger, and defiant pride run through their writings. It affects everything they do, from having trust issues with the opposite sex to taking direction from anyone they view as an authority figure. Most carry an enormous chip on their shoulders and take offense at the slightest thing.

There are many decent and hardworking students careworn with responsibilities that they should not be obligated to shoulder. As long as the underbelly of popular culture with its anti-responsibility and anti-nuclear family messages reign supreme, these young people and generations to come will be battered and wounded. They deserve better.

Moynihan didn't just point out problems, he also advocated, warning that without jobs, educational programs and vocational training, black men would become systematically alienated from their roles as husbands and fathers.

The late Moynihan, whose father abandoned his family, believed that "the richest inheritance any child can have is a stable, loving, disciplined family life." He wanted to create a sense of urgency about the fact that black children were disproportionately denied this inheritance.[. . .]

By 2008, [. . .] The black out-of-wedlock birthrate hit 72.3 percent; for everyone, it was 40.6 percent. This is a slow-moving social catastrophe.[. . .]
