Moynihan's 1965 Study Remains Accurate Observation

Fifty years ago this month, Moynihan, then a 37-year-old social scientist working in the Labor Department, wrote a report, "The Negro Family: The Case for National Action," that was leaked in July. The crisis he discerned was that 23.6 percent of African American births were to unmarried women. Among the "tangle" of pathologies he associated with the absence of fathers was a continually renewed cohort of inadequately socialized adolescent males. This meant dangerous neighborhoods and schools where disciplining displaced teaching. He would later write: "A community that allows a large number of young men to grow up in broken families, dominated by women, never acquiring any stable relationship to male authority . . . that community asks for and gets chaos."
Academic sensitivity enforcers and race-mongers denounced him as a racist who was "blaming the victim." Today, 72 percent of African American children are born to single women, 48 percent of first births of all races and ethnicities are to unmarried women, and more than 3 million mothers under 30 are not living with the fathers of their children.
In 1966, Sargent Shriver, head of President Lyndon B. Johnson's "War on Poverty," was asked how long it would take to win the war. He replied, "About 10 years." The conventional wisdom was John F. Kennedy's cheerful expectation that a rising economic tide would lift all boats. America now knows that bad family structure defeats good economic numbers.

Boys Hurt More Than Girls in Dysfunctional Families

The social scientific evidence about the connection between violence and broken homes could not be clearer. My own research suggests that boys living in single mother homes are almost twice as likely to end up delinquent compared to boys who enjoy good relationships with their father. Harvard sociologist Robert Sampson has written that "Family structure is one of the strongest, if not the strongest, predictor of variations in urban violence across cities in the United States." His views are echoed by the eminent criminologists Michael Gottfredson and Travis Hirschi, who have written that "such family measures as the percentage of the population divorced, the percentage of households headed by women, and the percentage of unattached individuals in the community are among the most powerful predictors of crime rates."
Why is fatherlessness such a big deal for our boys (almost all of these incidents involve boys)? Putting the argument positively, sociologist David Popenoe notesthat "fathers are important to their sons as role models. They are important for maintaining authority and discipline. And they are important in helping their sons to develop both self-control and feelings of empathy toward others, character traits that are found to be lacking in violent youth."

Even the most conscientious mother can’t always protect a boy, particularly a restless and impulsive one, from a culture in which gangs have replaced fathers, the threat of violence looms, and schools are filled with apathetic or hostile males. A highly publicized recent study by the Equality of Opportunity Project comparing social mobility by region found that areas with high proportions of single-parent families have less mobility—including for kids whose parents are married. The reverse also held, the study discovered: areas with a high proportion of married-couple families improve the lot of all children, including those from single-parent homes. In fact, a community’s dominant family structure was the strongest predictor of mobility—bigger than race or education levels. This research suggests that having plenty of married fathers around creates cultural capital that helps not just, say, the coach’s son, but every member of the Little League team.

NYPD Stop and Frisk Law Gets Support

Had the ordinary means of social control—above all, the family—not broken down in those neighborhoods, the police would not need to look out for and intervene in suspicious behavior. If communities don’t control their teenagers, however, the police will have to. And until mothers and fathers start socializing their children so that shooting someone no longer seems a normal response to a dispute, the choice will remain stark: put up with a higher level of stops (which, of course, should be conducted lawfully and respectfully) or with a higher level of shootings. There is, to date, no middle ground.
Unless the politicians and editorialists pressing so hard for a radical reduction of stops can offer a crime-fighting strategy to rival the NYPD’s record, they are implicitly calling for a rise in violence.

"LYNN Redgrave had a dysfunctional family. Bisexual father. Radical sister. Her own husband, John, whom she divorced, fathered a baby with another woman. She learned about it Thanksgiving Day. This woman then married their son Ben, who adopted the baby, not knowing it was his half-brother. They are no longer wed. She, having taken up with a married plumber. Per Lynn's ex-husband John: "Our daughter Kelly is a lesbian who is pregnant with twins fathered by her cousin. So we're at least happy to know she likes some men."
