Patients' Rights, Abuse of Power

Under what law does the Boston Housing Authority administrator reveal medical records of the suspect? Federal HIPAA laws and MA state laws protect the privacy of patients. Why is this reported compounding the breach? Why does a housing administrator even have access to those records? Because of the pervasive bias against persons accused of mental illness? Why are they denied the same rights extended to other patients? Moreover when did this "diagnosis" occur? Was it after the alleged crime? Suspects of prominent crimes are all too often sent for evaluations. This is good for business for the made-up-illness industry, and exposes the arbitrary nature of psychiatric diagnoses.
A man allegedly shoots his neighbor, fires at police and is taken into custody. Then he is sent for an evaluation? Who is acting "normal" in that condition? This is when psychiatrists come along and make their evaluation? Absurdities piled on absurdities, all wasting taxpayer funds. The criminal laws worked well without the laughable role of psychiatry in the court system. Courts are polluted enough without another layer of bureaucrats sucking taxpayer funds in the name of law. Journalists refuse to scrutinize the boondoggle called psychiatry and refuse to reflect on the known role of psychiatric drugs in causing violence. When will psychiatrists be indicted for the murders they cause?

[From article]
"Moore is diagnosed with paranoid schizophrenia, according to Boston Housing Authority Administrator Bill McGonagle.
[. . .]
Moore said he was taking Klonopin at the time of yesterday’s 10:45 a.m. shooting."
