Cambridge Police Report Less Crime, Nothing To Do

“As we know the crime of rape is way underreported, so a very small change looks significant,” Since universities have jurisdiction over rape and sexual assaults under The Education Act of 1972 (Title IX) it is no surprise that crime statistics are down. Under Title IX rape is a civil matter requiring only a "preponderance of evidence." HUPD reports are missing. Is that because they exercise private unregulated police power and can compose or hide their statistics? Supervising officers in some real departments employ a finely tuned system of decreasing crime statistics during salary review period; and increasing crime statistics during budget review period. Not saying the Cambridge IT department does that, but it has happened in New York City.

Not enough crime to keep them busy, may explain why they harass me.
