Negligent Training of Campus Police Unreported at Harvard University



Crimson says, "HUPD—which has “primary jurisdiction” over nearly all crimes occurring on Harvard’s campus, according to its website"
That indicates one more example of negligent training of HUPD, contrary to state laws. Cambridge police and Massachusetts state police have original jurisdiction over all crimes on all land within the city of Cambridge. HUPD has jurisdiction to enforce state laws, not city ordinances, on Harvard property. HUPD tries to persuade Harvard University students, faculty, and staff to file complaints with them first even if they do not have jurisdiction. It is unclear why HUPD misleads the public about their jurisdiction. It appears it is done under direction of Harvard University's President, Provost and/or the General Counsel. In some instances HUPD claims exclusive jurisdiction on Harvard property which is fantasy. Some city police go along with this. It makes their job easier. Emergency dispatchers enable this misguided practice by diverting calls in order to prevent enforcement of some regulations by City police. It was the former 31-year City Manager now employed at Harvard University with "no conflict of interest," who maintained that pattern of policing in Cambridge.

Blame? Just stating facts that Harvard University campus police are negligently trained. They abuse their power just as other police agencies. The Mollen Commission which addressed police corruption in New York City stated that police need constant scrutiny due to their enormous power. In Massachusetts there is never any scrutiny of the police who now control the rackets. See the FBI-Bulger misadventures killing 60 people, framing four white men for murder, for example.
