A Student's View of the World


The Student-City-Councilor says, "Cambridge has a City Council/City Manager form of government. The City Council, as the legislative branch of government for Cambridge, is responsible for policy. The City Manager, serving as the executive branch, is hired to oversee day-to-day management and operations for the city. In Cambridge, the City Manager performs the functions we see the mayors of larger cities elected to perform."

That may be the theory but in practice the City Manager makes policy and seeks approval from the spineless obsequious councilors. Does Mr. Cheung understand that he is a student too regarding how the city government works?
