Online Thieves Take $1.5 million From Publisher

Cyberhackers believed to have originated in China scammed Bonnier Publications out of $1.5 million last month, Media Ink has learned.
The thieves hacked into the email of then-CEO Dave Freygang and then sent two bogus instructions to an employee in the accounts payable department to ship the money to a Chinese bank via electronic transfers, sources said.
The emails were marked urgent and confidential, sources said. The FBI is said to be investigating.
“I can confirm an employee at Bonnier fell victim to a cyberfraud in the range of $3 million,” brand new CEO Eric Zinczenko said in an interview Tuesday — his first day on the job.
The money was sent in two $1.5 million wire transfers four days apart.
The second transfer, on May 15, was able to be retrieved before it landed in the Chinese bank, Freygang said.
The company believes the money was able to be recovered because the employee called Freygang to confirm the transfer.

“It’s a fairly sophisticated phishing expedition, but we have no idea who was behind it,” Freygang said.
He said the Chinese banking authorities have not been helpful in identifying who was the owner of the account that was receiving the stolen money.
“It is really frustrating because the Chinese banks are not cooperative,” he said.
The phishing expedition’s M.O. is apparently part of a new wave of cybercrimes in which hackers routinely troll websites and masquerade as a top executive, directing a subordinate to transfer a sum of money to a bank account with the instruction that it is urgent to make the transfer.
The email looks legitimate to the subordinate.

Debt Collection Fraud Ring Busted

Manhattan federal prosecutors have busted a multimillion -dollar debt-collection scam that preyed on more than 6,000 victims across the county by scaring them into making payments under the false threat of going to prison if they did not comply .
John Todd Williams and six others who worked for his Norcross, Georgia-based debt collection company were charged with conspiracy to commit wire fraud, according to a 36-page complaint unsealed Tuesday.

The complaint alleges Williams Scott & Associates staffers repeatedly called victims and claimed they were contracted to collect debt on behalf of the US Department of Justice, US Marshals Service and other federal or local law enforcement entities.
Victims were allegedly told to either pay up or a warrant would be issued for their arrest and their driver’s licenses would be suspended. In some cases, victims were supplied bogus documents with government seals.
The defendants ran the alleged scam from 2009 until the feds shut down the operation in May. The feds, in preparing their case, relied on phone wiretaps and evidence they uncovered at Williams Scott’s offices, including scripts telling workers how to trick victims.
One script said, “Give them 48 hours to pay then slam the phone in there [sic] face.”

U.S. Contractor Convicted of Massive Fraud On U.S. Taxpayers

A second Boggs Paving executive pleaded guilty Tuesday morning in connection with charges that the company received more than $87 million in road projects by misrepresenting the role a minority-owned contractor played in the work.
Prosecutors say a third high-ranking company official will plead guilty on Wednesday.
Kevin Hicks, the chief financial officer for the Monroe-based company, pleaded guilty to conspiracy to defraud the U.S. Department of Transportation and conspiracy to launder money. He will be sentenced at a later date.
Hicks, 43, of Monroe, faces up to 25 years in prison and a $750,000 fine.

According to the indictment, Boggs received 37 federal construction contracts worth $87.6 million dating back to 2004. The company would have gotten none of the jobs without claiming that minority subcontractors known as DBEs (short for “disadvantaged business enterprise”) would receive a required percentage of the work.
According to the investigators, Boggs Paving misled the government into thinking it met the requirement with the help of Styx Cuthbertson Trucking, a certified DBE.

Fraud involving minority contracts appears to be a growing problem, says David Wonnenberg of the U.S. Department of Transportation’s Office of the Inspector General.
In fiscal years 2009 and 2010, DBE fraud or abuse accounted for 25 percent of the Inspector General’s caseload. By April 2013, he said, that had risen to 29 percent.
