Animals Have Better Protections Than Humans

The Animal Welfare Act provides penalties for non compliance using animals for research. The laws on use of human subjects for research Title 45 CFR Section 46 has no penalties for non compliance. Medical researchers use vulnerable persons for experiments without consent and they incur no liability. In one gene therapy experiment at Harvard teaching hospitals in Boston three humans died. The FDA which regulates devices (genes) stopped the experiment. Police and local prosecutors do not investigate human deaths in experiments. They allow researchers to do their own investigations. There is no People for the Ethical Treatment of Humans.
