President Barack Obama issued a memorandum Thursday protects federal contractors hired to address the Ebola outbreak in West Africa against lawsuits for importing Ebola into the United States.
The president’s directive gives the administrator for the U.S. Agency for International Development (USAID) the authority to indemnify companies from lawsuits related to “contracts performed in Africa in support of USAID's response to the Ebola outbreak in Africa where the contractor, its employees, or subcontractors will have significant exposure to Ebola.”
“This authority may be exercised solely for the purpose of holding harmless and indemnifying contractors with respect to claims, losses, or damage arising out of or resulting from exposure, in the course of performance of the contracts, to Ebola,” the memorandum explained.
CNSNews.com emailed USAID to ask if the president’s directive also protects these companies from claims made by a U.S. citizen who contracts Ebola from an employee who brings the disease back from West Africa after working under a government contract. The U.S. contractors were at Balad to help the Pentagon prepare the facilities for the delivery of the F-16 aircraft the Obama administration has agreed to provide the Iraqi government.
The surrounded Americans said they were under ISIS fire from small arms, AK47s, and rocket propelled grenades, or RPGs.
The contractors had been able to hold the base, but those on the scene reported it was only a matter of time before the ISIS terrorists succeeded in breaking through the perimeter. The sources confirmed the contractors were still under siege, despite an Associated Press report Thursday, citing U.S. officials, that three planeloads of Americans were being evacuated from Balad.
WND learned from sources that the jihadists closed down escape routes, and the U.S. Air Force was in a stand-down position. U.S. forces were not assisting even with air cover so a private extradition flight could land for a rescue, the sources said.

The attacking ISIS forces approached the base in trucks Wednesday and called through loudspeakers for all private security forces and Iraqi special military to leave immediately or die.
The U.S. private contractors in touch with WND reported that after hearing the broadcast, the private security forces and the Iraqi military defending the base dropped their weapons and ran.
The American contractors collected the weapons left behind and were able to hold off further immediate advances.

Rosenberg noted in the suit that Redflex “bestowed gifts and bribes on ... officials in dozens of municipalities within, but not limited to the following states: California, Washington, Arizona, New Mexico, Texas, Colorado, Massachusetts, North Carolina, Florida, New Jersey, Tennessee, Virginia, and Georgia.”
He said Redflex bribed local officials with meals, golf outings and tickets to professional football and baseball games. The expenses were listed as categories such as “entertainment” and “celebratory tokens,” according to the suit.

Rosenberg was fired by Redflex a year ago after the Chicago controversy became public, and the company sued him in the Superior Court of the State of Arizona for misappropriation of company funds. In his answer/counterclaim, Rosenberg said he was simply "carrying out orders" from Redflex.

The most pertinent query came from Rep. Marsha Blackburn, who asked the contractors to put on paper, and under oath, exactly how much money they had made from the federal government so far, and exactly how much they stand to make now, as they fix the sites, and in the future.
There are more questions on the failure to launch. Did Mrs. Sebelius and her top staffers know that the system was not ready and likely to fail? If they knew, did they not tell the White House? If they didn't know, how did it happen that they didn't? If the White House knew of the likelihood of a coming failure, why did they go full steam ahead? And if they didn't know, why?
Was there some degree of fabulism, or magical thinking, or reliance on blind luck within the White House and the greater administration?

Harvard Contractors and Public Safety

These images were taken on Sunday August 1, 2010 at about 4:30 PM. The trucks were parked in a Fire Zone which is a public safety threat to the tenants at 85-95 Prescott Street and to the Sackler Museum next door. Harvard Real Estate contractors were working in the building. I believe they are painters. The previous day someone left the door to the basement of 85 Prescott Street propped open with a cinder block. It was not the first time. That security breach happens often.
Previous complaints to Harvard Real Estate and to Harvard's Office of General Counsel did not solve this ongoing problem. No HRES employee was on premises.
