Is A Not For Profit Corporation With a $37 billion Endowment A Lobbyist?

Will this procedure include lobbyists from the homosexual lobby, the women's lobby, the black racism lobby, the ACLU, CAIR, CCTV, and other special interest groups who derive much consideration from the City Councilors they lobby? What about the zoning lawyers? They are usually experts to who the City councilors and zoning board and planning board members defer during hearings and council meetings. Then there is the community organization with a $37 billion endowment, the training school for ministers, Harvard University.
