Ibrahim’s brother-in-law, Ahmed Ibrahim, 52, said Ibrahim has bipolar disorder and called him hours before the incident to say he wasn’t feeling well.
“He’s been on and off. Maybe he does not take his medicine properly,” Ahmed Ibrahim said. “Sometimes he makes mistakes. He promised me he’d go to the hospital.”
