When You Have No Facts, No Law, Bang The Table

Councilor Turner sounds like a lawyer. He is banging the table, because the laws and the facts are not helpful. If he bangs long enough and loud enough with a large suppportive audience the man may leave him alone. It is not as if US officials in MA have an unblemished history.
