PR Flacks Mislead, Confuse, Deceive

In addition to PR flacks, each state agency has at least one lawyer who does little lawyering for about $100,000. At least they could provide factual information to taxpayers and voters. But these two groups add to the confusion and deception of the taxpayer adding costs and denying access to information. What job do these PR specialists perform?
